5. CONSENT AGENDA 

A. INVOICES 

1) Discuss/Approve Governmental Consulting Solutions, Inc. Invoice 6012 dated 12/1/2022 for consulting services for December 2022.

2) Approve an invoice to J & B Equipment for $12,000 for a long stick trackhoe for cleaning of the flood control ditch; a budgeted item.

B. EMPLOYMENT 

1) HUB RECREATION CENTER 

Approve the recommendation of the General Manager to change the employment status of current Custodian Derek Hamilton from part-time non-IMRF under 1000 hours per year, to part-time IMRF over 1000 hours per year, within current budget level.

Approve the recommendation of the General Manager to hire Hunter Tibbs as part-time Volleyball Instructor $20.00/hour, Basketball Sports Staff $12.00/hour, and Fitness Attendant $12.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Briley Kirk as part-time Front Desk Attendant $12.00/hour, and Cafe Attendant $12.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Sarah Zeman as full-time Aquatics Coordinator, exempt status, at the annual salary of $40,000 plus benefits, effective December 28, 2022, pending results of pre-employment requirements.

C. MINUTES 

1) Discuss/Approve minutes from November 28, 2022 council meeting.

NEW BUSINESS 

6. POLICE DEPARTMENT 

A. Discuss/Approve the recommendation of the merit board, Commissioner Barwick, and Chief Fitts to hire Charles J. Welge as a patrol officer at the probationary 1 rate per the collective bargaining agreement. Welge's start date will be January 3, 2023.

7. BUILDING & CODE SERVICES 

A. Discuss/Approve Ordinance 3854 directing the sale of surplus property along the intersection of Jackson & Harper Streets.

B. Discuss/Approve the purchase of real estate from RLH Properties, LLC.

8. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING 

A. Discuss/Adopt Resolution 2022-22 to request a permit from IDOT authorizing the city to construct, occupy, and maintain a 6" sewer service along and under Illinois Route 37.

9. PUBLIC AFFAIRS 

A. Discuss/Approve Ordinance 3853 setting the FY2022-2023 tax levy at $100.

B. Discuss/Approve the RFQ from John H. Crawford & Associates for administration of the housing rehabilitation grant that will be submitted to the state in January 2023.
