Councilmember Grant remarked on the presence of Styrofoam garbage around Crab Orchard Lake and asked staff to do some research on a Styrofoam ban for the City.
Councilmember Rye Sanders announced that the Women for Change will have John Harris as the speaker at an open forum on Sunday, October 31, at Attucks Park. She shared comments from M. Stalls who inquired about when years of systemic neglect and racism will be addressed by elected officials, urged Council to utilize State initiatives to ensure that diverse contractors are able to obtain contracts in the city.
Councilmember Harvey reminded citizens about Halloween events coming up this weekend and noted her hope for everyone to be safe during said events.
Councilmember Fronabarger announced Green Earth's Pumpkin Glow on Friday and Saturday at Oakdale Park.

4. General Business of the City Council
Action: 4.1 Ordinance Establishing a 4-way Stop at the Intersection of Sunset Drive and Violet Lane
Council commented that there appears to be an issue with speeding based on the 85th percentile findings, asked about the width of the road, compared this issue with a previous discussion about calming on East Main, a suggestion that narrowing lanes would result in slowing traffic, and agreed with looking at comprehensive traffic calming measures.
Jane Adam noted that there are many options for calming traffic, noted that there are speeding problems throughout Carbondale, and encouraged looking at a comprehensive strategy.

Action, Discussion: 4.2 Council Discussion and Approval of a Process for Community Agencies to Request American Rescue Plan Act Funding
Council asked about the expectations for the second payment, cost comparison for using a consultant versus hiring a person, what the expectations would be for a consultant's role, the appropriate amount of funding for community agency funds versus City costs and infrastructure investment, setting criteria for applicants, when to announce and how to announce the application process, requesting proposals from staff for improvements, whether to open this once or for a second round, reviewing the funding from last year's community agencies funding for determining fulfillment of those funding requests, withholding funds for emergency use, utilizing all of the funds for community agencies, inquiries about the categories of eligible categories for funding, utilizing funds to fully fund organizations for three years, funding for a mental health advocate for police response, whether the funds would be for community agencies only, extending the recommended deadline due to the holiday season, a desire to see a robust application process, how the consultants will receive the applications and whether the applications will be anonymous, noting that small businesses have been seriously impacted by COVID, setting funding ratios for NFPs, businesses, and infrastructure, whether churches were eligible to submit funding requests, and, in noting that the process did not seem to be complete, that approval will come back at a subsequent meeting.
Action, Discussion, Reports: 4.3 Discussion and Approval of the Proposed Residential Boundaries of the Amended Tax Increment Financing District #2
Council noted the improvement to the new maps, offered suggestions for additional properties, inquired about the exclusion of two parcels on East Willow Street and discussed the rationale behind the exclusion of residential properties in the southeast, inquired about the intended action being considered during the meeting, revisiting at a later time the inclusion of rental properties depending on the success of the district, adopting design standards and an overlay for the old sections of Carbondale, and explanations offered when a rationale for the boundaries presented was requested.
MOTION: Approve in principle the presented residential boundary maps with the understanding that there will be adjustments as deemed appropriate. Moved by A. Loos, Second C. Harvey. All voted aye.
Joshua Liechty asked the City to consider including the 900 block of West Walnut into the proposed district.
Action: 4.4 Resolution Authorizing the City Manager to Engage the Firm of PMA Securities, LLC to be the Financial Advisor in the Issuance of the Series 2021/2022 Pension Obligation Bonds
Councilmembers shared their thoughts on this issue which has been previously discussed, asked about the intended funding percentage, a timeline for the process, concern about locking in a rate, their preferences on the funding percentage, and about the involvement of the police and fire pension boards. Steven Adams from PMA responded to questions.
