2. General Business of the City Council
Action: 2.1 Ordinance Requiring Wearing of Face Coverings While Indoors in Public Spaces
There was discussion about how to enforce the Ordinance, who would be the enforcing agent, and about the frequency of the citations versus fines. The City Attorney responded to questions about citations and fines.
MOTION: Adopt an ordinance requiring the wearing of face coverings while indoors in public spaces

Action: 2.2 Ordinance Adopting a Policy Mandating Carbondale City Employees to Obtain a COVID-19 Vaccination
City Council questions and comments included requiring new employees to be vaccinated as a condition of being hired; what additional requirements are being considered for those employees who have a valid exemption; applying the vaccination requirement for interns and volunteers; suggestion to require weekly testing; opinions with regard to testing the legitimacy of exemptions or accepting them on their face; a preference for changing the deadline dates for doses; a question relating to the procedure with regard to the draft exhibit; inquiries about the percentage of employees vaccinated and about assistance from the Health Department; and questions about testing results and proof of vaccination. Councilmembers responded to comments from meeting attendees.
Doug Wilson expressed his concern with the proposed Ordinance, policy, and the vaccines. He suggested alternatives.
Alicia Jackson commended staff and administration on the steps taken in response to the pandemic thus far, remarked on testing percentages, and commented on the universal application of the mandate on all employees.
MOTION: Approve an ordinance adopting a policy mandating Carbondale City employees to obtain a COVID-19 vaccination with an amended exhibit consistent with the City Council's discussion
