City of Carbondale City Council Met June 30.

Council Members present

Councilmember Tom Grant, Councilmember Carolin Harvey, Councilmember Adam Loos (9:14 a.m.), Councilmember Ginger Rye Sanders, Councilmember Jeff Doherty, Councilmember Lee Fronabarger, and Mayor John M Henry

Meeting called to order at 9:00 AM

1. Roll Call and Introductions

John Washburn facilitated the Retreat. City Staff present included City Manager Gary Williams, City Attorney Jamie Snyder, and City Clerk Jennifer Sorrell

3. Review and Prioritize Strategic Initiatives

Discussion: 3.1 Review and Prioritize Strategic Initiatives in Support of Vision 2025

John Washburn noted three important social moments in the last 15 months and updates to the Council goals from the initial adoption in 2016 to 2021. He itemized his personal view of the strengths and weaknesses Carbondale faces.

The City Council reviewed the Vision Statement, Goals, and Strategic Initiatives. The reconsideration of the Goals and Strategic Initiatives were deliberated over the majority of the Retreat. Council individually ranked the identified initiatives which will be compiled by the Facilitator and then forwarded back to the Council and City Manager for formal adoption at a later meeting.

A break was observed between 10:08 a.m. to 10:15 p.m. and again at 12:03 p.m. to 12:18 p.m.

There was a working lunch starting at noon.

4. City Council Discussion

Discussion: 4.1 City Council Discussion of Municipal Finances

Finance Director Jeff Davis and PMA Securities representatives Andrew Kim and Stephen Adams addressed the City Council on the matter of Pension Obligation Bonds (POBs), details about pension payments, how POBs are utilized, and the risks versus rewards. The Council requested further explanation of how savings are achieved, inquired about the effects of the downstate pension funds consolidation, an estimation of what the fees for implementation would be, and factors which would decrease interest for increased payments.

Discussion: 4.2 Impressionistic Summary - An Opportunity for the Council to Comment on the Retreat

Council shared their opinions relating to the Facilitator, the overall discussion, what information they would like to receive going forward, the shared experience of the retreat, and improving civic engagement.

5. Adjournment

There being no further business to come before the public body, the meeting was declared adjourned at 3:36 p.m.
