Village of Makanda Board of Trustees met Jan. 5.

Here is the minutes provided by the board:

PLEDGE OF ALLEGIANCE 

CALL TO ORDER: Regular meeting of the Board of Trustees was called to  order at 7:00 p.m. by President Tina Shingleton. 

ROLL CALL: Clerk called the role of the Village Board: Trustees Allen, Wolff, Brouillette, Hilliard, Ross, and Dalton were present.  

APPROVAL OF MINUTES: President asked for a motion to approve the  minutes of the last meeting. Trustee Dalton made a motion to accept the minutes, .  It was seconded by Trustee Brouillette. Voice vote. All members present at roll  call voted yes. Motion carried. 

CITIZEN’S HEARING: No Citizens or Guests 

PETITIONS & COMMUNICATIONS: On December 8 President received an  email from the Makanda Township Supervisor she had received from a Village  resident who was upset because his electric supplier had been changed without his authorization. President contacted our Select Energy representative. After  research, it was determined the mailing sent to all Village residents, which included  an optout card, was sent to an address in Florida which is the address the utility had  on file. Resident’s electric supply was returned to initial supplier and matter was  resolved.  

President mentioned she had received a mailing from Nexamp regarding an offer to enroll in a green energy program billed through Ameren to save on electric supply costs through solar farms

CLERK: 

TRUSTEES: Trustee Hilliard reported that the new signs for Baggett Lane are  ready to be put up. He reported that 3 new flags have replaced the old flags at the Veterans Memorial. Trustee Hilliard stated that the American flag that is now at  the Veterans Memorial, is one that flew in Afghanistan. He reported that how to  produce the sign for the Pavilion/Playground is still under consideration. Trustee  Hilliard stated that there are several streetlights out, and he has reported it and they  will be replaced. Trustee Wolff stated that the dead pine tree on McGuire Road  West, will be taken down this week. Trustee Ross reported that while she and  Trustee Dalton were conducting a routine road inspection, they noted a resident on  Church Street, is continuing to build in the floodplain, in violation of the Village  flood plain Ordinance, and without approval from the Village Board. Board  discussed. Village President will take pictures of the violations and send them to  the Village attorney and ask the attorney to write a letter to the resident. Trustee  Ross stated there is a continuing problem with people parking along the shoulder  of Crackers Neck, hindering emergency vehicles and other vehicles from passing  through. Board discussed. It was decided that she should write down the license  plate number and call the Jackson County Sheriff’s Department, to handle the  situation.  

FISCAL MATTERS:  

A. Treasurer’s Report: Treasurer presented the Treasurer’s report. B. Bills Payable: Treasurer presented the list of the bills payable. 

President advised Board that Dan had asked about purchasing a manual for the Case Backhoe to make repairs. Manufacturer cost was over $400. He was able to  find one on Amazon for $143.44. President approved purchase. Backhoe needed  parts and needed to be picked up in Cape Girardeau. Dan contacted President to  see if he could use his vehicle because snow removal equipment had been installed  on Village truck. President approved turning in mileage due to equipment that had  been installed on Village truck for preparation of snow removal. 

Treasurer reported that on the Treasures report, there is an additional sales tax deposit from 10/15/2019, that was not on the previous treasures report in the amount of $1,404.88. This correction is now noted in the January 2021 minutes.  

President asked for a motion to accept the Treasurer’s Report and pay the bills. Trustee Wolff made a motion to accept the Treasurer’s report and pay the bills. It  was seconded by Trustee Ross. Voice vote. All present at roll call voted yes.  Motion carried. 

REPORTS OF STANDING COMMITTEES: 

A. Finance Committee: Reminder that the annual meeting is Saturday  February 13th at 9am at the Village Hall. If any Board Member has an item  they would like the Village to consider for next years budget, please give the  information to the President or Clerk, before the meeting.  

B. Ordinance Committee: 

C. Street & Road Committee: Trustee Dalton inquired if the Catalpa tree  on Church St. has been cut back from the road. Trustee Allen will check with Dan  Walker to see if the big Catalpa tree on Church St. is cut back far enough from the  road. 

D. Subdivision Committee:

ORDINANCES & RESOLUTIONS 

EXECUTIVE SESSION: 

UNFINISHED/OLD BUSINESS: President spoke with Ben at IDOT regarding Makanda Road. He is aware of the issue regarding break of road edge and will  address as soon as possible. Was not able to work on this issue in 2020 due to  handling COVID-19 issues.

Village Clerk contacted Army Corps of Engineers regarding log jam in Drury  Creek mentioned at last meeting. She was advised by Tyson Zobrist, unless the landowners physically placed the trees in the channel, they cannot require them to  remove the debris jams. The Army Corps of Engineers would be willing to meet  with the landowners to discuss potential issues with leaving the debris within the  channel. If the Village is willing to assist the landowners in removing the debris an  agreement might be worked out between the Village and landowners. Tyson is  willing to come down and talk with all parties if this would help. He is also  interested in seeing photos of the rip rap that has been placed along the stream  banks. President and Village Clerk will send photos for him to look over. 

President was advised that trash has been dumped at the Baggett property. She contacted Jackson County Health Department, but they are unable to do anything. She suggested Jackson County might be able to help and provided information on the process which is the process we have already started with Village legal counsel. President spoke with legal counsel on December 28 asking to include Baggett property with initial properties. He will review and advise in a couple of weeks.  

Trustee Allen is looking into prices for purchasing a “Billy goat” to suck leaves out  of the ditches, for next years budget.

ADJOURNMENT: President asked for a motion to adjourn the meeting. Motion  was made by Trustee Ross and seconded by Trustee Dalton. Voice vote. All  present at roll call voted yes. Motion carried. Meeting was adjourned at 7:38 p.m.
