Village of Makanda Board of Trustees met Dec. 1.

PLEDGE OF ALLEGIANCE
CALL TO ORDER: Regular meeting of the Board of Trustees was called to order at 7:00 p.m. by President Tina Shingleton.
ROLL CALL: Clerk called the role of the Village Board: Trustees Allen, Wolff, Brouillette, Hilliard, Ross, and Dalton were present.
APPROVAL OF MINUTES: President asked for a motion to approve the minutes of the last meeting. Trustee Brouillette pointed out that under Unfinished old business, the dates for the 18month term for Homefield Energy, is not correct. President will review the contract and send the correct information to the Clerk. Clerk will then change the minutes before posting them at the Post Office and Village Hall. Trustee Wolff made a motion to accept the minutes, with the changes. It was seconded by Trustee Dalton. Voice vote. All members present at roll call voted yes. Motion carried.
CITIZEN’S HEARING: No comments
PETITIONS & COMMUNICATIONS: No comments
CLERK:
TRUSTEES: Trustee Hilliard has ordered new street signs for Baggett Lane. The Rules and Regulations sign for the playground may have to be done on plastic rather than metal, it has not been decided. Trustee Wolff commended the Street and Road crew on a job well done cleaning the ditches on McGuire Road West
Extension. Trustee Wolff reported that a neighbor had planted a pine tree about 15 feet from the center of the road, that has died. Trustee Wolff is concerned that tree limbs are falling onto the road.
FISCAL MATTERS:
A. Treasurer’s Report: Treasurer presented the Treasurer’s report. B. Bills Payable: Treasurer presented the list of the bills payable.
President asked for a motion to accept the Treasurer’s Report and pay the bills. Trustee Wolff made a motion to accept the Treasurer’s report and pay the bills. It was seconded by Trustee Hilliard. Voice vote. All present at roll call voted yes. Motion carried.
Treasurer reported a correction has been made to the October Treasurer’s report, the total at the end of the month should have been $640,021.73 instead of $640,021.33.

C. Street & Road Committee: Trustee Ross reported that on Baptist Hill, near the top by the white line, sections of the road are falling off, it needs to be patched, when the weather is warmer. Trustee Wolff stated that the pine tree he mentioned earlier, should probably be taken out.

ORDINANCES & RESOLUTIONS: Clerk presented Levy Ordinance 2020-5, An Ordinance Levying Taxes For All Corporate Purposes For The Village Of Makanda, Illinois, Jackson County, Illinois For The Fiscal Year Beginning May 1, 2021 And Ending April 30, 2022. Individual voice vote. All present at roll call voted Aye. Motion carried.
EXECUTIVE SESSION:
UNFINISHED/OLD BUSINESS: Update regarding CN PTC Communications Tower – Construction of the PTC Tower has been or is almost completed. Mr. Lloyd provided updates throughout construction. Have not received any updates in the last couple of weeks. Trustee Ross expressed concern regarding the way Makanda Road is falling off along the edges. She suggested asking residents to call IDOT to voice their concerns. President will be talking to Jay at IDOT regarding other matters and possibly to Ben McCowskey regarding the condition of Makanda Road. Trustee provided phone numbers to the Board. Trustee Hilliard suggested that the Clerk write a letter to IDOT regarding the Village’s concerns. It was decided to wait until after the President’s meeting at IDOT, before writing a letter. Trustee Hilliard reminded the Board that the weather is too cold for patching roads, at this time. Trustee Ross suggested that IDOT could clean out the ditches, while they wait for warmer weather.
NEW BUSINESS: Board finalized the meeting calendars for 2021. Clerk will email final calendar to Board members. Trustee Ross stated that there is a log jam in Drury Creek. President or the Clerk will contact the Army Corps of Engineers, for help with the situation. Trustee Allen stated that the Village does not have the equipment to remove logs from the creek.

ADJOURNMENT: President asked for a motion to adjourn the meeting. Motion was made by Trustee Wolff and seconded by Trustee Allen. Voice vote. All present at roll call voted yes. Motion carried. Meeting was adjourned at 7:33 p.m.
