Village of DeSoto Board of Trustees met June 1.

Here is the minutes provided by the board:

President John Evans called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M via telephone conference. Village Clerk Paula Parks was present to record the minutes.

Police Chief Ben Doan, Treasurer Dana Smith, Director of Public Works David Griffin, Deputy Clerk Jana Fann were also present on the call.

Motion made by Eric Schuler, seconded by Tony Rushing, to dispense with the reading of the minutes of the previous meeting and to approve them. Motion carried.

Motion made by Tony rushing, seconded by Jennifer Morgan, to approve the May expense report. Motion carried.

Motion made by Tony Rushing, seconded by Cristy Desormeaux, to pay the list of bills as presented. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Trustee Paulette Johnson joined the meeting at 7:03 PM.

Motion made by Tony Rushing, seconded by Brian Gleason, to renew the agreement with the De Soto Township Fire Protection District for utilities reimbursement effective July 1, 2020 through June 30, 2021. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Motion made by Tony Rushing, seconded by Paulette Johnson, to allow the Murphysboro American Legion to collect donations at the four-way intersection on Friday, September 11, with a rain date of Friday, September 18 instead of Friday, June 5 with a rain date of Friday, June 12 as previously approved. Motion carried.

President John Evans reported that the Village Engineer Harold Sheffer has reviewed the plans for the UPRR upgrade of the railroad bridge on N. Hickory Street. The Illinois Commerce Commission (ICC) is involved. Alternate B with the wider access was the plan the Village wanted. Mr. Sheffer was supposed to contact UPRR and ICC to let them know.

President Evans also discussed with Mr. Sheffer about the condition of the driveway on the corner of S. Chestnut and W. Jackson Streets and the concrete replacement on the property by the café, on both of which Wiggs Excavating should follow up. Mr. Evans also authorized Mr. Sheffer to look into applying for a grant through Rebuild Illinois for the Phase IV Water Project. President Evans was waiting for a report from Mr. Sheffer.

Trustee Tony Rushing has estimated the cost for installing a sidewalk from Kim Street to Pine Street on the north side of Hwy 149 will be about $1,267 in concrete.

President Evans authorized Trustee Rushing to get an estimate from Travis Fred for labor to finish the installation of the sidewalk on the north side of Hwy 149 by the school crosswalk.

Trustee Rushing also estimated that replacing the concrete by the café will cost about $280.

Motion made by Paulette Johnson, seconded by Tony Rushing, to open the dog park, skate park, walking track, ball diamonds for practice but not ballgames and to keep the restrooms, playgrounds and main pavilion closed to be reassessed at the meeting on June 15. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.

Trustee Rushing reported that the new water meter at the school had been installed. He also reported that the water loss for May had improved.

Director of Public Works David Griffin reported that he had a dissolved oxygen problem at the sewer plant. He explained that the Village might have to purchase an EPA approved dissolved oxygen checker.

The next village board meeting will be held Monday, June 15 at 7 PM via telephone conference. The telephone conference will be available to the public for their participation. The dial-in number is (978) 990-5087 and the access code is 536100#.
