Jackson County Finance and Administration Committee met May 11.

Here is the minutes provided by the committee:

Call to Order (5:00 PM)

Members Present: Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Members Absent: Nehring

Also present: Sheriff Robert Burns, Jennifer Lindsey, Mary Beth Varner, Orval Rowe, Tamiko Mueller, Liz Hunter

Approval of Minutes

I. 20-4997 Approval of April 13, 2020 minutes

A motion was made by Peterson, seconded by Calandro, to approve the April 13, 2020 minutes as presented. The motion carried by unanimous vote.

Chair's Report

Peterson gave a quick updated on a funding opportunity with the Economic Development Agency through Greater Egypt. She also noted that the EDA provides strategic investments on a competitive merit basis to support economic development, foster job

creation, and attract private investment in economically distressed areas of the United States. There are no submission deadlines.

Applications will be accepted on an ongoing basis until the publication of a new PWEAA NOFO, cancellation of this PWEAA NOFO, or all available funds have been expended. EDA intends to review applications within 60 days of receipt.

Erbes commented that Jackson County has 20 more days in the current phase of Governor Pritzker's plan to get the state opened up back to normal due to the COVID-19 Pandemic.

Insurance

II. 20-4998 Work Comp Update

The County Administrator noted that the county has had about two work comp cases this year, but nothing new as of current. Rendleman questioned what "light duty" program consisted of and the County Administrator noted that accommodations are made for the individual requiring light duty to place them somewhere, be it their own department or other departments, where they would be the most useful. Rendleman also questioned how these individuals are paid and the County Administrator commented that they were paid from the departments salary line item and when the county was reimbursed from IMPG, the money would go back to the salary line item account.

III. 20-4999 Payment of Hope Trust Dental & Vision Claims in the amount of $9,515.71

A motion was made by Calandro, seconded by Comparato, to approve the payment of Hope Trust Dental & Vision Claims in the amount of $9515.71. The motion carried by the following vote:

Yes: 6 - Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Absent: 1 - Nehring

IV. 20-5000 Payment of Hope Trust Run Out Claims in the amount of $72,368.67 Rendleman questioned what run out claims were and the County Administrator noted that these were any claims processed after 11/30/19 when the contract with Consociate ended.

Rendleman also questioned how long we would expect to have to pay these claims and how much they would be. The County Administrator commented that there should be at least three more months of run out claims and could potentially be in the $500,000 range.

A motion was made by Rendleman, seconded by Comparato, to approve the payment of Hope Trust Run Out Claims in the amount of $72,368.67. The motion carried by the following vote:

Yes: 6 - Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

V. 20-5001 Payment of Hope Trust Medical Admin Claim in the amount of $270,585.00

A motion was made by Comparato, seconded by Calandro, to approve the payment of Hope Trust Medical Admin Claim in the amount of $270,585.00. The motion carried by the following vote:

Yes: 6 - Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Absent: 1 - Nehring

VI. 20-5002 Health Insurance Task Force Recommendation for FY21

Erbes commented that the Health Insurance Taskforce had met and voted to continue with Hope Trust in FY21. Mueller also commented that the HIT felt that it was the best decision for the County employees at this time due to the positive responses from the union representatives. She also noted that it was nice to have a bill each month to plan the budget. The County Administrator also noted that that there were a few complaints with the transition and that everyone she has talked to since is overwhelmingly pleased with Hope Trust.

VII. 20-5003 Payment of County Monthly Claims in the amount of $304,449.88

A motion was made by Comparato, seconded by D. Bost, to approve the payment of County Monthly Claims in the amount of $304,449.88. The motion carried by the following vote:

Yes: 6 - Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Absent: 1 - Nehring

VIII. 20-5004 Approval of On Demand Claims in the amount of $41,880.13

Comparato asked the County Administrator to give her opinion on the claims. She duly noted that they were items that needed paid in-between. All items were processed through her.

Comparato asked about the jail health bills that couldn't wait to be paid. The County Administrator noted that they were being run through AP's and are part of the Monthly Claims. Rendleman questioned a payment of a visa bill and why that needed paid through On Demand.

The County Administrator noted that had this not been done, there would have been late fees, interest and possible loss of use of the card.

A motion was made by Comparato, seconded by Rendleman, to approve the On Demand Claims in the amount of $41,880.13. The motion carried by the following vote:

Yes: 6 - Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Absent: 1 - Nehring

IX. 20-5005 Payment of Board Member Travel Expenses in the amount of $2,448.33

A motion was made by Rendleman, seconded by Calandro, to approve the payment of Board Member Travel Expenses in the amount of $2448.33. The motion carried by the following vote:

Yes: 6 - Calandro, Comparato, D. Bost, Erbes, Peterson and Rendleman

Absent: 1 - Nehring

X. 20-5006 Cash Summaries by Bank

Hunter commented that this was a report she provides monthly to the Board. In terms of cash flow, this report is helpful for future planning.

Erbes gave updated information on the Housing of Prisoners debt fund account. He also noted that the debt services money was in an "A" healthy range. Rendleman questioned if the County had received funds from the Grand Tower Bonds. Erbes replied that the County had not received those funds yet.
