Jackson County Executive Committee met May 7.

Here is the minutes provided by the committee:

Call to Order (5:00 PM)

Members Present: Calandro, Erbes, Larkin, Mueller, Peterson and Snyder

Members Absent: Nehring

Also present: Sheriff Robert Burns, Jennifer Lindsey, Jeff Whitbeck, Mary Beth Varner, Orval Rowe, Liz Hunter, John Rendleman, Gene Basden, Bart Hagston

Approval of Minutes

I. 20-4991 Approval of April 2, 2020 minutes

A motion was made by Erbes, seconded by Snyder, to approve the April 2, 2020 minutes as presented. The motion carried by unanimous vote.

Chairman's Remarks

Larkin commented that the disaster declaration for the county was coming to an end and would need to be extended during the full

May County Board meeting.

Communications

Mueller commented that there was a 1E emergency grant fund to assist employers during COVID-19. She also noted there was a short application that she would be forwarding to the County Administrator. Mueller also reported that there would be a community donation drive with Good Samaratin on May 17th from 1p-3p at the Murphysboro Walmart. Internal Office Matters

A motion was made by Calandro, seconded by Erbes, to approve the re-appointment of Sherry Jones to the Board of Health. The motion carried by unanimous vote.

A motion was made by Peterson, seconded by Mueller, to approve the re-appointment of Lynn Hines to the Board of Health. The motion carried by unanimous vote.

A motion was made by Peterson, seconded by Snyder, to approve the re-appointment of Susie Toliver to the Board of Health. The motion carried by unanimous vote.

A motion was made by Mueller, seconded by Snyder, to approve the re-appointment of Jessica Doer-Berger to the Board of Review. The motion carried by unanimous vote.

A motion was made by Peterson, seconded by Snyder, to approve the re-appointment of Kenneth Jarrett to the Merit Commission Board. The motion carried by unanimous vote.

A motion was made by Peterson, seconded by Erbes, to approve the re-appointment of Jodi Robertson to the TB Board. The motion carried by unanimous vote.

V. 20-4995 Coroner's Salary Resolution

A motion was made by Peterson, seconded by Erbes, to approve a resolution fixing the annual salary of the county coroner. The motion carried by unanimous vote.

VI. 20-4996 Property Taxes & Covid-19

County Treasurer Hunter noted the following:

In light of the recent COVID-19 pandemic and subsequent disaster declarations for the State of Illinois by the Governor and President of the United States, numerous County residents, small business owners, and retail establishments have expressed concern regarding their ability to pay their property tax obligations in a timely fashion. The proposed ordinances will postpone late penalties for 60 days for property taxes and mobile home taxes due in 2020. In addition to the delay of interest in the ordinances, there are two additional measures I will take to alleviate the difficulty of paying property taxes in a timely manner. These additional measures do not require County Board approval to implement.

• The first Property Tax installment due date in 2020 will not be before September 15. Bills will go out as far in advance as possible.

• The second Property Tax installment due date in 2020 will be 60 days after the first installment due date instead of Jackson County’s traditional 30 days.

A motion was made by Erbes, seconded by Peterson, to approve recommendation to adopt an ordinance concerning 2020 mobile home privilege tax payments. The motion carried by the following vote:

Yes: 6 - Calandro, Erbes, Larkin, Mueller, Peterson and Snyder

Absent: 1 - Nehring

A motion was made by Snyder, seconded by Calandro, to approve recommendation an ordinance concerning 2019 (payable 2020) real property tax payments with dates to be inserted at a later time. The motion carried by the following vote:

Yes: 6 - Calandro, Erbes, Larkin, Mueller, Peterson and Snyder

Absent: 1 - Nehring

Executive Session

Adjourn (5:25 PM)

Erbes moved and Mueller seconded to adjourn, motion carried.
