City of Carbondale City Council met April 6.

Councilmembers attending remotely

Councilmember Carolin Harvey, Councilmember Adam Loos, Councilmember Jessica Bradshaw, Councilmember Jeff Doherty, Councilmember Lee Fronabarger, Councilmember Tom Grant, and Mayor John M Henry

Meeting called to order at 7:00 PM

1. Preliminaries to the City Council Meeting 

Procedural: 1.1 Roll Call

Procedural: 1.2 Citizens' Comments and Questions

William Lo submitted a petition seeking forgiveness of the quarterly food and beverage tax.

Dawn Roberts expressed concern about citizens having to download an application in order to attend the meeting remotely.

Patrick Kelly asked if the City could require people to wear masks and asked that the email address box for comments and questions be displayed.

2. General Business of the City Council

Action: 2.1 Ordinance Declaring a Civil Emergency Due to the COVID-19 Pandemic

Mayor noted that he had wanted to avoid alarming citizens, but this will allow the City to take care of minor things outside of the meetings; further, he noted that he would take it seriously and conservatively, taking counsel from Staff. Council commented on their desire to forego enforcing lawn mowing. There were questions regarding meetings and cancellations of events; if the City will work with people in getting payments caught up on water and sewer bills, why the Ordinance expires in June, whether the City would cease going out for bids and under what circumstances those bids would be awarded by the Mayor; comments on suspending the food and beverage taxes, hotel tax, and motor fuel taxes; and whether the Mayor would be able to prevent the opening of the pool in May should the executive order remain in place.

MOTION: Adopt an ordinance declaring a civil emergency due to the COVID-19 pandemic with an amendment to add a new subparagraph stating that the mowing ordinance would be suspended until the Ordinance expires or is rescinded

Motion by Adam Loos, second by Jessica Bradshaw.

Action: 2.2 Ordinance Amending Title 14, Chapter 4 of the Carbondale Revised Code as it Relates to Offenses Affecting Public Health and Safety by Adding Section 12 - Violations of Emergency Executive Orders

Council members indicated their desire to repeal this provision when it is done, expressed concern about enforcement of the mowing ordinance, and asked that leniency be demonstrated on such enforcement.

Patrick Kelly inquired about whether his water would be shut off.

MOTION: Adopt an ordinance amending Title 14, Chapter 4 of the Carbondale Revised Code as it Relates to Offenses Affecting Public Health and Safety by Adding Section 12 - Violations of Emergency Executive Orders

Motion by Adam Loos, second by Jeff Doherty.

Final Resolution: Motion Carries
