Jackson County Executive Committee met March 5.

Here is the minutes provided by the committee:

Call to Order (5:00 PM)

Members Present: Calandro, Erbes, Larkin, Mueller and Peterson

Members Absent: Nehring and Snyder

Also present: Scott Comparato, Josh Barringer, Agan Alkan, Mitch Burdick, Kenton Schafer, Bart Hagston, MaryBeth Varner, Cheryl Graff, Jeff Whitbeck, Robert Burns

Approval of Minutes

I. 20-4830 Approval of February 6, 2020 Minutes

A motion was made by Peterson, seconded by Calandro, to approve the February 6, 2020 minutes as presented. The motion carried by unanimous vote.

Internal Office Matters

II. 20-4831 April Calendar

The April meetings calendar was presented as is and no changes were made.

III. 20-4832 County Administrator Contract

Comparato presented a draft of a County Administrator contract which would empower the County Administrator to have more authority to make decisions for the County Board members. Comparato suggested that the board could dissolve most of the current committees and give those former responsibilities over to the County Administrator. Larkin questioned what authority Comparato was referring to in his presentation, Larkin has concerns about the job description being part of the contract. He is not opposed to a contract but thinks this one needs some changes. Comparato explained that other positions that report to the Board have contracts and that this contract would still allow the Administrator to answer to the County Board. The concensus of the committee is to keep this item on the agenda.

Computing Services

IV. 20-4833 Social Media Policy

Barringer presented a Social Media Policy and wanted the committee to review and make recommendations so that the Policy could be presented to the full board. This is being brought to the board because some departments want to be able to use social media. This policy has been reviewed and approved by the State's Attorney's office. Larkin pointed out that if approved by the board, each department that adopted the policy would have to develop their own policy to deal with violations.

A motion was made by Erbes, seconded by Calandro, to forward this Social Media Policy to the County Board for approval. The motion carried by unanimous vote.

V. 20-4834 RFP for IT Help Desk Services

Barringer gave his presentation on the RFP for IT Help Desk Services. Larkin questioned the kind of access these groups would have to our systems. Barringer commented that these groups would only have local administrative rights and no access to the servers. The County received two unsolicited quotes for services that the committee considered. The threshold for needing to go out for bid is $35,000 per year, both of the quotes are less than that through the end of the fiscal year. Barringer's recommendation is to go with CTS because the County already uses them for phone services. Larkin asked where each company is located, CTS is in Sparta and SINC is in Carbondale, he suggested thatstaying local was more appealing as was the additional services offered by SINC.

A motion was made by Mueller, seconded by Erbes, to approve the County Administrator moving forward with contracting SINC for additional IT services. The motion carried by unanimous vote.

A motion was made by Erbes, seconded by Calandro, to approve the appointment of Clemens J Jansen to the Elverado Water District. The motion carried by unanimous vote.

New Business

Mueller presented information to create an initiative to help with roadside trash pickup. Mueller suggested creating a resolution to bring to the Legislative Committee for approval. Larkin commented that this would not be enforceable by the county due to b eing a non-government type initiative. Larkin did suggest that local clean-up events be organized to help keep the county clean.

VIII. 20-4837 ROE Quarterly Report

Graff gave an update on what ROE has been working on so far this year. Graff informed the committee about a 6 year grant that had just been received and will help focus on mental health in local schools and will also empower parents to help with these issues. Graff also mentioned working with a truancy coalition and that there would be tool kits available to help with this issue. The committee offered congratulations to Graff and the team for the work being done with the students in the region.
