City of Carbondale City Council met Nov. 25.

Elius Reed asked if the draft Affirmative Action Plan will be available for public viewing and comments. Revisions to the draft will be made next week and will then be forwarded to the NAACP for their review. Mr. Reed also inquired about the progress of a possible Union Apprenticeship Workshop.
1.3 Council Comments, General Announcements, and Proclamations
Councilwoman Bradshaw announced a holiday decor “Swap Your Stuff” event at the Carbondale Public Library and an alternative gift fair to be held at the Carbondale Civic Center.
Councilman Fronabarger apprised everyone about the newly passed online sales tax through the State, encouraged everyone to participate in Small Business Saturday, and announced the 15th annual Art over Easy event to benefit the SIU School of Art and Design.
Councilwoman Harvey announced that Santa in the Park will begin next week and will be held at a different park every day that week. She also stated that if anyone is interested in becoming a bell ringer for the Salvation Army to visit their website to sign up.

4. General Business of the City Council
4.1 Ordinance Approving a Text Amendment to Title 15 of the Carbondale Revised Code with Regard to Recreational Cannabis Cultivation, Processing, and Sales
Development Services Director, Chris Wallace gave a brief summary of what this item entails.
The text amendment will be adding the definition of 3 different categories which includes Cannabis Craft Grower which is a small scale operation and may include some retail sales, Cannabis Cultivation Center which is strictly a growing operation with no retail sales, and a Cannabis Dispensary with retail sales of products grown in a cultivation center.
AG Districts will include the cannabis craft growers and cannabis cultivation centers. SB Secondary Business District, BPL Planned Business District, and BPR Primary Business District will include cannabis dispensary organizations. LI Light Industrial Districts, GI General Industrial Districts, and BWA Business Wholesale Automotive will include cannabis craft growers and cannabis cultivation centers.
MOTION: Adopt an Ordinance Amending Title 15 of the Carbondale Revised Code with Regard to Cannabis Cultivation, Processing, and Sales.

4.2 Resolution Authorizing the City Manager to Enter into a Contractual Agreement with Illinois Municipal League Risk Management Association (IMLRMA) for General Liability, General Property, Crime, Cyber Liability, and Workers Compensation Insurance for the Period January 1, 2020 through December 31, 2020
MOTION: Staff recommends the City Council pass a Resolution authorizing the City Manager to enter into a contractual agreement with Illinois Municipal League Risk Management Association for general liability, general property, crime, cyber liability, and workers compensation insurance for the period January 1, 2020 - December 31, 2020

Chris Korte spoke on behalf of Illinois Municipal League Risk Management Association and thanked City Council and City Staff for working with them.
4.3 Approval of Solar Power Purchase Agreements (PPAs) for the Southeast Wastewater Treatment Plant (SEWWTP), the Public Safety Center, and the City Hall/Civic Center Properties and Approve a Resolution Authorizing the City Manager to Enter into a PPA with Hawk-Atollo, LLC
Concern about whether the confidentiality and publicity section of the contract that places certain restrictions on the City will not conflict with the Freedom of Information Act. It was also stated that any dispute of contract would be subject to arbitration rather than litigation. City Attorney Jamie Snyder responded.
Question was asked if the same concept of the solar panels on the roof of the City Hall/Civic Center can be applied to the Public Safety Center to lower the amount of solar panels on the ground. Public Works Director, Sean Henry, responded.
Clarification of the difference between Straight Up Solar and Hawk-Atollo, LLC was explained. Hawk-Atollo, LLC is the financing agent for the PPA and Straight Up Solar handles the construction aspect of the project.
