4. CONSENT AGENDA

A. WATER

1) Discuss/Approve the use of $35,000.00 of capital improvement funds to replace 1200 feet of 4″ water line on N Logan St. and renew services and 2 new fire hydrants from E. DeYoung St. to Clark St.

B. MINUTES

1) Approve minutes from Regular Council Meeting November 12, 2019.

5. FIRE DEPARTMENT

A. Discuss/Approve the Mayor and Police & Fire Commissioner’s recommendation to hire Tim Barnett as Chief Designate effective immediately. Barnett will assume role as Chief upon Chief Jerry Odum’s retirement on December 30, 2019.

B. Discuss/Approve the recommendation of the Police and Fire Merit Board to promote Leo Whitehead to Captain and Chad Schmid to Lieutenant effective December 31, 2019.

C. Discuss/Approve the recommendation of the Police & Fire Merit Board to hire Hunter Odum to the position of Probationary Firefighter pending background check and physical at a starting salary of $15.00/hour plus benefits.

D. Discuss/Approve the recommendation of the Police & Fire Merit Board to hire Blake Osborne to the position of Probationary Firefighter pending background check and physical at a starting salary of $15.00/hour plus benefits.

6. POLICE DEPARTMENT

A. Discuss/Approve the Police Chief’s recommendation to hire Jordan Hentz as a parttime Dispatcher at $21.01 per hour. Jordan will begin work immediately as his background check has been completed with no issues.

B. Discuss status of new squad car that was approved to order at the June 24th regular council meeting.

7. HUB RECREATION CENTER

A. Accept resignation of Jared King as Aquatics Coordinator effective 11/29/19.

B. Discuss/Approve the General Manager’s recommendation to hire Andrew Allen as Aquatics Coordinator, exempt status at a salary of $40,000, effective December 1, 2019.

C. Discuss/Approve the General Manager’s recommendation to hire Allyson Teckenbrock as Part time Pool Manager at nonexempt status at $14.00/hour, effective December 1, 2019.

D. Execute quotes from Midwest Pool & Court Company to replace filter elements for the two lap pools and spa for a total estimated parts cost of $62,843.92 and $20,000 in labor costs.

8. CODE ENFORCEMENT

A. Open/Approve bid for demolition of 801 N Hartkopf St. (0718428010)

B. Discuss and vote to either affirm or overrule the Zoning Board’s approval of James Hancock’s request to re zone property at 1409 N Russell St.(0613129001) from R2 Multi Family to C1 General Commercial.

C. Discuss and vote to either affirm or overrule the Zoning Board’s denial of Lee Webb’s request for a front variance of 13′ and a 15’4″ variance on the alley at 1210 N Van Buren St.(0613231003) to build fourplex apartments.

9. INFORMATION TECHNOLOGY

A. Discuss/Approve Ricoh Copier Machine Contract

10. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3583 establishing College Street between South Market and Madison Streets to be a oneway traveling eastbound.

A. Discuss/Approve bid for employee health insurance.
