Jackson County Executive Committee met Aug. 8.

Here is the minutes provided by the committee:

Call to Order (5:07 PM)

Members Present: Erbes, Nehring, Peterson and Snyder

Members Absent: Hunter and Larkin

Also Present: Tamiko Mueller, Mary Beth Varner, Jeff Whitbeck, Chad Hill, Mitch Burdick, Josh Barringer, Dana Dailey

Approval of Minutes

I. 19-4299 July 11, 2019 Minutes

A motion was made by Peterson, seconded by Snyder, to approve the July 11, 2019 minutes as presented. The motion carried by unanimous vote.

Communication

II. 19-4300 Enterprise Zone Permit Letter

This is for informational purposes.

III. 19-4301 Cannabis Conference

Peterson gave a report on the recent Cannabis Conference she attended in Springfield.

Peterson began by noting that Kelley Murray did an excellent job of putting the event together. Peterson went on to review the information she provided to the committee. She suggested that the County do an ordinance related to the growth of cannabis in the County. She went on to say that she thinks the County should do a referendum and let the constituents vote, it would be a good way to see what the citizens want. Peterson pointed out that the Smoke Free Act will apply to cannabis. She noted that law enforcement and expunging records were going to be difficult. She concluded by posing questions about dealing with craft growers, revisiting the camping ordinance, and how this might affect federal funding. Peterson suggested the Board start a cannabis subcommittee to look into how the new law will affect the county.

Internal Office Matters

IV. 19-4302 Attendance at ICRMT Training in September

The County Administrator requested permission to attend the ICRMT Training in Peoria at the end of September.

A motion was made by Peterson, seconded by Snyder, to authorize the County Administrator to attend the ICRMT Training in Peoria from September 24 to 26. The motion carried by unanimous vote.

Computing Services

Barringer informed the board that he will be asking for an increase in his budget because the County needs infrastructure improvements that have been put off. He is giving the committee a heads up that his budget is going to be much larger than in previous years.

Appointments

V. 19-4303 Board Member-District 4 Appointment

A motion was made by Peterson, seconded by Snyder, to approve the nomination of Richard Morris to the County Board for District 4. The motion carried by unanimous vote.

The committee decided to send both applications for the Housing Board to the County Board for review.

A motion was made by Peterson, seconded by Snyder, to approve the appointment of Miner to the TB Board. The motion carried by unanimous vote.

New Business

IX. 19-4327 Complete Count Committee

Peterson suggested the Board start a Complete Count Committee to look at how to assist with getting everyone in Jackson County counted in the 2020 Census. She noted that there may be grant money available. The consensus of the committee is to move this to the full board for discussion.

X. 19-4328 2020 Holiday List

A motion was made by Peterson, seconded by Snyder, to approve recommendation of the 2020 Holiday list. The motion carried by unanimous vote.

XI. 19-4329 Lions Club Flag Service

A motion was made by Erbes, seconded by Nehring, to authorize engaging the Lions Club Flag Service for each side of the Courthouse for a total of $160. The motion carried by unanimous vote.

Nehring moved and Peterson seconded to adjourn, motion carried.
