Village of DeSoto Board of Trustees met July 15.

Here is the minutes provided by the baord:

President John Evans called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Present: Tony Rushing                 Brian Gleason

              Paulette Johnson           John Evans

              Jennifer Morgan             Eric Schuler

Absent: Cristy Desormeaux

Motion made by Tony Rushing, seconded by Eric Schuler, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Paulette Johnson, to approve the June revenue report. Motion carried.

Motion made by Paulette Johnson, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Village Maintenance Worker Mike Garrison submitted his letter of resignation effective July 19, 2019. All board members expressed appreciation for Mike’s service to the Village.

Motion made by Tony Rushing, seconded by Eric Schuler, to accept the resignation of Mike Garrison, effective July 19, 2019. Motion carried.

President Evans reported that the position had been posted already with an application deadline of July 17, 2019.

A meeting to conduct interviews for the vacant position was scheduled for July 22 at 6 PM. Board members decided to interview all applicants.

Motion made by Eric Schuler, seconded by Tony Rushing, to pass Resolution 2019-6 to accept the low bid of $29,274 from Illini Asphalt for the oil and chipping project and to enter into an agreement with them to perform the work at specified. All present yes: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve Pay Estimate No. 1 to pay $65,000.00 to J. T. Blankinship Inc. for engineering services for the Phase III Watermain Replacements project.

A pre-construction meeting for the Phase III Watermain Replacements project is scheduled for August 5 at 6:15 PM.

The approximate start date for the Phase III Watermain Replacements project is August 26. Construction will start on the north end at the trestle and work to the south.

Utililities Clerk Alesia Lipe had asked if she could attend a workshop on July 23 for personal reasons. Since Jana Fann, will be on vacation then, Mrs. Lipe asked if she could close the office at 1:30 on that day. Board members approved the early closure as long as notice was duly posted.

Motion made by Eric Schuler, seconded by Tony Rushing, to approve a building permit for Nick Cheatham at 302 N. Hickory St. Motion carried.

The Village is still waiting for Brett Grasher of Absolute Plumbing to camera the sewer line where there is a sink hole.

Motion made by Paulette Johnson, seconded by Tony Rushing, to go into executive session at 7:45 PM to discuss personnel, pursuant to 5 ILCS 120/2(c)(1). Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Eric Schuler, seconded by Tony Rushing, to come out of executive session at 8:13 PM. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

The next regular board meeting will be held Monday, August 5, 2019 at 7:00 PM. Motion made by Tony Rushing, seconded by Brian Gleason, to adjourn at 8:15 PM.
