City of Marion City Council met July 1.

Here is the minutes provided by the council:

Minutes of a Special Meeting held at Marion City Hall Monday July 1, 2019 at 5:00 P.M. The Pledge of Allegiance was led by Mayor Absher. Mayor Absher called the meeting to order. The roll call response was as follows.

PHYSICALLY PRESENT: Commissioners Patton, Barwick, Webb and Stoecklin and Mayor Absher.

ABSENT: None.

Mayor Absher stated this is a Special Meeting having given notice of the Special Meeting forty-eight hours prior to the meeting as stated in 05/ILCS 120/2.02 with the reason for the Special Called Meeting being as follows:

OLD BUSINESS 

Council approval of purchase of three (3) Police cars plus equipment 

NEW BUSINESS

Council approval of Ordinance 3546 approving City of Marion to enter into a loan with Bank of Herrin to pay for the 3 Police cars plus equipment. 

Discuss/approve sale of City owned surplus property - Butler Industrial Park. 

Discuss/approve sale of City owned surplus property east of Marion. 

Swearing in of new City Clerk Tammy Beasley. 

Swearing in of new Deputy City Clerk Amy Fosse.

Safety Director Brian Fisher gave his 2017 Ford Explorer to the Police Department to save the Police Department having to purchase an extra vehicle. Brian will now drive a 2010 Jeep Cherokee that has not been driven for the last few months. The Police Chief is now driving the 2017 Ford Explorer. Commissioner Barwick made a motion to approve the purchase of two police vehicles from Vogler Ford, Carbondale, one at a cost of $27,645.81 and the second one at a cost of $27,702.81. Commissioner Patton seconded the motion.

ON ROLL CALL VOTE COMMISSIONER PATTON, BARWICK, WEBB AND STOECKLIN AND MAYOR ABSHER VOTED YEA.

Ordinance 3546 - An ordinance authorizing the City of Marion to enter into a loan agreement with the Bank of Herrin at a rate of 2.75% per annum in order to purchase the three police cars and the equipment for the cars with the amount of the loan not to exceed $150,000.00. Commissioner Barwick made a motion to approve Ordinance 3546 authorizing the City of Marion to enter into a loan agreement with the Bank of Herrin at a rate of 2.75% annum to purchase three police vehicles and the equipment for the cars with the amount of the loan not to exceed $150,000.00. Commissioner Patton seconded the motion.

ON ROLL CALL VOTE COMMISSIONERS PATTON, BARWICK, WEBB AND STOECKLIN AND MAYOR ABSHER ALL VOTED YEA

Mayor Absher opened the bid for the purchase of property in the Butler Industrial Park. Mark Schwarm bid $6,500,00 for the property. Director of Economic Development and Municipal Planning Glenn Clarida stated a legal survey of the property will determine whether the size of the property is 5.3 or 5.4 acres. Commissioner Webb made a motion to accept Mark Schwarm's bid of $6,500.00. Commissioner Stoecklin seconded the motion,

ON ROLL CALL VOTE COMMISSIONERS PATTON, BARWICK, WEBB AND STOECKLIN AND MAYOR ABSHER ALL VOTED YEA.

Mayor Absher opened the bid for the purchase of the property owned by the City of Marion that is just east of Thomason Trucking on East Main Street. There was only one bid and it was from Lee Thomason in the amount of $75,000.00. A legal survey of this property has already been completed. Commissioner Stoecklin made a motion to accept the bid of $75,000.00 from Lee Thomason. Commissioner Barwick seconded the vote.

City Clerk Alice Rix gave the Oath of Office to newly Appointed City Clerk Tammy Beasley.

City Clerk Alice Rix then gave the Oath of Office to newly Appointed Deputy City Clerk Amy Fosse.

There being no further business, Commissioner Patton made a motion to adjourn the Special Meeting. Commissioner Webb seconded the motion.
