Here is the minutes provided by the committee:

Call to Order (5:00 PM)

Members Present: Comparato, Larkin, Maxwell, Mendoza, Jr., Mueller and Nehring

Members Absent: Burke

Also Present: Andrew Erbes, Pam Davis, Kenton Schafer, Bart Hagston, Kerri Gale, Sarah Patrick

I. 18-3781 Ambulance Employee Honor

Schafer spoke of the hard work and dedication of Davis. He presented Davis with a plaque for her years of service to the Ambulance Department. The committee thanked her and honored her with applause.

Approval of Minutes

II. 18-3782 September 11, 2018 Minutes

A motion was made by Maxwell, seconded by Comparato, to approve the September 11, 2018 minutes as presented. The motion carried by unanimous vote.

III. 18-3783 Mediacom Payment

Notice of the quarterly payment.

IV. 18-3784 Zito Media Notice

Notice of a fee increase.

A. Patrick reported that there has been an increase of flu shots given from last year. They have held several outreach events that have been well attended. She is also working to get more hepatitis A vaccines to high risk populations. They are working with Good Samaritan Ministries to get homeless veterans vaccinated. Mueller thanked Patrick for her work with veterans.

B. Staff completed 20 inspections or field visits at open dumping/burning sites; 16 were revisits; 4 resulted in closure due to compliance being achieved; 80 cubic yards of waste was removed from the environment; 4 citizen complaints were received; 2 landfill inspections were completed.

C. Gale reviewed the solid waste fund information.

D. Gale reported that the Shred/Med Disposal day was successful with 170 participants and the collection of 96 pounds of meds. She went on to say that 22 schools have enrolled in the school recycling program. Gale then informed the committee that staff are participating in the Keep Carbondale Beautiful-America Recycles Day event after the Sustainability Commission meeting on Thursday, November 15 at 6pm.

V. 18-3785 Datalock Contract for Jackson County

Gale informed the committee that the Datalock contract for the destruction of county documents is due for renewal. She went on to say that the contract and business agreement have been reviewed and approved by legal.

A motion was made by Mueller, seconded by Maxwell, to approve the two-year Datalock contract and business agreement. The motion carried by unanimous vote.

VI. 18-3786 Ordinance to Amend Food Service Sanitation Ordinance

Hagston reminded the committee that the ordinance needs to be updated due to required changes from the State of Illinois. He went on to say that the Health Department is holding education sessions that are open to anyone who wants to learn of the changes and how they will affect places that are inspected. Also, there will be a FAQ page on the Health Department website. Hagston reviewed some of the changes with the committee. This document is currently being reviewed by legal.

A motion was made by Comparato, seconded by Mueller, to approve the changes to the Food Service Sanitation Ordinance pending legal approval. The motion carried by unanimous vote.

A. Comparato moved and Mueller seconded to pay the Ambulance Service monthly claims in the amount of $43,904.01, motion carried.

B. Schafer reported that there is $259,537.48 in accounts receivable cash. He went on to report that there were 775 patient care reports for 753 transports and 44 livery transports.

Schafer also informed the committee that a $500 donation was accepted from the Jack Buzbee Trust. Mr. Buzbee left instructions with his estate that he wanted $500 donated to the Ambulance Department for the kind and attentive care he received. Schafer has ear-marked that for EMS week in May 2019. Some board members asked Schafer what the approximate cost to the Ambulance Service of the POTUS trip, it was $5,600. This includes expenses for employees and vehicles. The Ambulance Service responded to 17 calls for service during the event and transported two patients to the hospital. Finally, Schafer reported that a crew struck a deer while responding to an emergency call in the 5Q16 vehicle. No employees were hurt. He has obtained estimates from Vogler and Vic Koenig. Comparato inquired about why those places were chosen for estimates. Schafer informed the committee that they are the only places in the area with the ability to paint the ambulances.

VII. 18-3787 SIH Contract

Schafer reported that Southern Illinois Healthcare (SIH) has requested the renewal of the transportation agreement without any changes. He also stated that the agreement suits the Ambulance Service at this time. The next time it is up for renewal, it may need reviewed to ensure that it still works for both parties. The agreement has been approved by legal. A motion was made by Mueller, seconded by Comparato, to approve the Ambulance Transportation Agreement as presented. The motion carried by unanimous vote.

VIII. 18-3788 Lights Fantastic Parade

Shafer asked the committee if the Ambulance Service could enter an ambulance in the Lights Fantastic Parade and if he could sign the entrance form. The committee informed him that it is his decision. He indicated that the Ambulance Service will be doing it.

Nehring stated that she believes the community has concerns about the elections and she asked how the County Board would go about holding a public hearing about the election process. She was informed by the committee that the elections are under the purview of the County Clerk and Recorder and that office would be the one to talk to about a public hearing.
