Jackson County Finance and Administration Committee met Oct. 2.

Here is the minutes provided by the committee:

The committee took a break from 6:10 p.m. - 6:15 p.m.

Jackson County Public Defender Peggy Degen presented the committee with the Public Defender's budget. The budget relatively remained the same as the prior year with the exceptions of cost of livings adjustments with modest increases for psychiatric evaluations, transcripts and association dues. The case load for the office has increased and counsel has been mandated to cover codefendants. The office is currently staffed by four attorneys, one paralegal, two secretaries and four law clerks. A 6% reduction would be the equivalency of an attorney; two support staff or the law clerks all of which the office can't afford to lose. The committee inquired if out-sourcing staff would be an option. Out-sourcing would most likely be more expensive.

Jackson County Sheriff Robert Burns presented the committee with the Sheriff, Jail Operations, Jail Maintenance and Court Security budgets. The committee reviewed the correspondence submitted outlining the budget submitted. Non-bargaining salaries have been increased by 2% and the FOP and Court Security salaries have been increased by 2.5% plus the 1% step. The department is in its fifth and final year of replacing air conditioning units. The department could not respond to how a 6% reduction would be handled without knowing: if the Housing of Prisoners cash would be reimbursed; if prior year rollovers would be taken into consideration, health insurance costs; and cost of living adjustments above what was submitted. The department agreed to work with the committee in any manner that it could.

Old Business

I. Cash Flow Update

The committee reviewed the Cash Summary by Bank as of October 2, 2018, reflecting a balance of $91,442.00 in County General First-Mid and $21,068.81 in County General Illinois Funds. The committee was informed that an additional $500,000 would need to be transferred in order to meet the October 5, 2018, payroll, a total of $750,000 was transferred ($500,000 Housing of Prisoners + $250,000 Ambulance Service) in September to meet both monthly claims and payroll, and an additional transfer of funds may be needed in two weeks. The committee inquired as to if a partial distribution of property taxes could be made. The committee was informed that a total of $2,000,000 had been collected as of date and Jackson County's share was only $33,000. Motion by Larkin, Seconded by D. Bost to transfer $500,000 from Ambulance Service Illinois Funds to be repaid upon the receipt of property taxes, motion carried.
