Village of DeSoto Board of Trustees met September 4.

President John Evans called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 p.m. Village Clerk Paula Parks was present to record the minutes.

Motion made by Tony Rushing, seconded by Eric Schuler, to dispense with the reading of the minutes and to approve them. Motion carried.
Motion made by Tony Rushing seconded by Paulette Johnson, to approve the August expense report. Motion carried.
Motion made by Brian Gleason, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Eric Schuler - Yes. Motion carried.
Tommie Sue Smith was present to ask the Board to put something across the top of the scoreboard on the small diamond that says “Home of the Lady Rangers.” Trustee Paulette Johnson suggested she check with B & D Signs. Trustee Johnson also stated that she felt the school should pay for the sign.
Motion made by Paulette Johnson, seconded by Brian Gleason, to approve a sign across the top of the small diamond scoreboard signifying “Home of the Lady Rangers” at the school’s expense. Motion carried.
Ms. Smith said she would submit a mockup of the sign to the Village when it is available.
President John Evans reported that Ameren Illinois has offered $15,000 for the purchase of the Village’s piece of property across from Dillinger Road on Highway 51.
Motion made by Tony Rushing, seconded by Eric Schuler, to move forward with Ameren’s offer of $15,000 to purchase the 70 ft. by 60 ft. piece of property across from Dillinger Road on Highway 51, with the advice of the attorney. Roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Eric Schuler. Motion carried.
President Evans had met with Utilities Clerk Aliesa Lipe and Jennifer Keener of Republic Services regarding the future of recycling. Ms. Keener said that recycling is in jeopardy because of the tariffs. However, there is no change at this time.
Ms. Keener also asked the Village to reiterate to the public what should be recycled. The information is on the Village’s website. Anything with food on it cannot be recycled. Food contaminates the recycled items, so recyclable food containers should be rinsed out before recycling.
Trustee Johnson said she would put the information in the newsletter.
Trustee Johnson said that Utilities Clerk Aleisa Lipe had asked if she could open the office at about 8:10 am on Friday, September 7, because the school was holding Breakfast with Grandparents. Mrs. Lipe wanted to have breakfast with her grandchildren, and Office Manager Jana Fann was on vacation. Board members were okay with the idea.
Motion made by Paulette Johnson, seconded by Tony Rushing, to allow the Jackson County Shriner’s Club to collect donations at the four-way intersection on Saturday, September 15. Motion carried.
A De Soto Daze meeting will be held Monday, September 24 at 7 pm at the Village Hall.
Motion made by Eric Schuler, seconded by Tony Rushing, to pass Resolution No. 2018-2 approving Illini Asphalt’s low bid of $27,167.50 to oil and chip the streets and to enter into an agreement with Illini Asphalt to perform the work. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Eric Schuler. Motion carried.
Trustee Cristy Desormeaux reported that the DGS Beta Club had applied with the Illinois Department of Transportation to adopt Highway 51 from Murry’s Child Development Center to Archer Lane. The participants will be seventh and eighth graders with adult supervision.
The next regular board meeting will be held Monday, September 17, 2018 at 7:00 pm.
