Village of DeSoto Board of Trustees met Oct. 1.

Here is the minutes provided by the board:

President John Evans called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Brian Gleason, seconded by Tony Rushing, to dispense with the reading of the minutes and to approve them. Motion carried.

There was no September expenditure report.

Motion made by Tony Rushing, seconded by Paulette Johnson, to add $1,000.00 for De Soto Daze start up cash to Line Item 150-499 and to pay the list of bills as amended. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes – Eric Schuler - Yes. Motion carried.

Village Clerk Paula Parks reported that Attorney Pat Hoke had advised the Village that in order to sell the piece of property that Ameren wants to buy, the Village needs to get it appraised. Then there is a resolution and publication procedure, which allows anyone interested in purchasing the property to make an offer.

Motion made by Tony Rushing, seconded by Paulette Johnson, to find an appraiser and get a price for appraising the property to be sold. Motion carried.

Motion made by Brian Gleason, seconded by Tony Rushing, to authorize Village Clerk Paula Parks to purchase a Christmas tree for up to $200 for Christmas at the Gazebo. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes – Eric Schuler - Yes. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to allow the De Soto Fire Department to collect donations for the Muscular Dystrophy Association at the four-way intersection on October 27, 2018. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to pass Ordinance No. 2018-8 authorizing a loan agreement with Illinois Environmental Protection Agency to borrow funds from the Public Water Supply Loan Program for the Phase III Watermain Replacements Project. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes – Eric Schuler - Yes. Motion carried. Ordinance incorporated by reference.

Motion made by Tony Rushing, seconded by Brian Gleason, to pass Resolution No. 2018-3 of participation and support of the Intergovernmental Law Enforcement Officers In-Service Training Act. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes – Eric Schuler - Yes. Motion carried. Resolution incorporated by reference.

Trustee Paulette Johnson said that Tommie Sue Smith had asked permission to paint the scoreboard at the small diamond to match the sign the school had just purchased. Board members agreed she could.

The Park Halloween Party and Hayride will be held October 20, 2018.

An elderly lady had a large water bill due to the fact that, unknown to her, someone had left her water hose on. She had asked for a sewer adjustment to the bill. The Board could not give her the adjustment, but they said they would allow her to pay the overage over a three-month period.

The next regular board meeting will be held Monday, October 15, 2018 at 7:00 PM.

Motion made by Tony Rushing, seconded by Eric Schuler, to adjourn at 8:00 PM. Motion carried.
