City of Carbondale City Council met May 22.

City Council Members present:

Meeting called to order at 8:50 pm

A Local Liquor Control Commission meeting preceded the City Council meeting.

Prior to the start of the Liquor Control Commission Meeting which preceded this regular City Council meeting, City Engineer Carl Bailey received the APWA “Technician of the Year” Award for his efforts to ensure the completion of the first portion of the downtown streetscape prior to the start of the 2017 Eclipse. The Carbondale Fire Fighter Oath of Office was administered to the newest firefighter, Caleb Mallady. Many years of service and dedication to the City were recognized and commended for Assistant Fire Chief Terril Kaufman, Assistant Fire Chief Doug Biggs, and Fire Chief Ted Lomax.

Mayor Henry proclaimed the week of May 6-12, 2018, as Municipal Clerks Week in the City of Carbondale.

Mayor Henry proclaimed the week of May 13-19, 2018, as National Police Week in the City of Carbondale.

Mayor Henry proclaimed the week of May 21-27, 2018, as National Public Works Week in the City of Carbondale. Public Works Director Sean Henry expressed his thanks to the Council and acknowledged the efforts of the 90+ individuals who serve the City in the Public Works Department.

Mayor Henry proclaimed the month of May as National Preservation Month in the City of Carbondale.

Procedural: 5.3 Citizens' Comments and Questions

Ginger Rye Sanders, president of Women for Change - Unity in the Community, extended an invitation to an event titled "Celebrating Our Future" on May 29 at the Carbondale Middle School which will honor the eighth grade graduates.

Elius Reed inquired about the diversity of the police department staff, remarked on a photograph which depicts the auxiliary police department in the year 1957, and asked about the plans for rescheduling a neighborhood watch meeting.

6. Public Hearings and Special Reports

Action: 6.1 Historic Preservation Award Presentation 601 West Oak Street

The 2018 Historic Preservation award was presented to Mr. K.K. Collins for the Shelton House, 601 West Oak Street, during the Local Liquor Control Commission meeting.

7. Consent Agenda of the City Council

Action (Consent): 7.1 Approval of Warrant for the Period Ending: 04/23/2018 for the combined FY 2018 and FY 2019 Warrants 1328 and 1329 in the Total Amount of $1,431,599.54

Council expressed concerns about the drive-through and an increase in impervious pavement and requested clarification why the current zoning would not work. Councilman Kang indicated he would abstain due to ownership of neighboring property. Mark Naylor, representing Regions Bank, responded to Council questions and concerns.

Action: 7.10 A Resolution in Support of the Friends of Carbondale Dog Parks

Jane Adams commented on the progress of the dog park project, expressed gratitude for the City's support for this matter, and remarked on the additional support received by the community.

Council inquired about the site selection, the neighborhood's awareness of the project, what the grant funds would be used for, and how the maintenance would be addressed. Council expressed their favor for the item.

8. General Business of the City Council

Action: 8.1 Ordinance Amending Chapters Two & Three of Title Two of the Carbondale Revised Code as it Relates to Liquor Administration

Donald Monty offered suggestions as to the role Liquor Advisory Board members could serve in the liquor license application review process. These suggestions were discussed by City Council members.

Motion: Approve an Ordinance amending Chapters 2 and 3 of Title 2 of the Carbondale Revised Code as it relates to liquor administration and the Liquor Advisory Board
