Jackson County Real Property Committee met June 13.

Here is the minutes provided by the Committee:

Call to Order (5:06 pm)

Members Present: D. Bost, Hunter, Mueller, Peterson and S. Bost

Members Absent: Endres and Mendoza, Jr.

Also Present: John S. Rendleman, Andrew Erbes, Grant Guthman

Approval of Minutes

I. 18-3447 May 9, 2018 Minutes

A motion was made by Mueller, seconded by D. Bost, to approve the May 9, 2018 minutes as presented. The motion carried by unanimous vote.

Communication:

Illinois Soybean Association infrastructure improvement initiative information was passed out to committee members and they were asked to read it prior to next months meeting.

II. 18-3448 Ameren Tree Trimming Notice

This is for informational purposes.

III. 18-3454 Enterprise Zone Map and Benefits

This item was moved up on the agenda.

Rendleman explained to the committee that the Enterprise Zone expires in 2019 and it is time to reapply with the State of IL. Greater Egypt is going to do the application but now is the time for the board to look at the map and see if they want changes as well as the incentives. The committee discussed different incentive options. Rendleman is meeting with the mayors of Carbondale and Murphysboro on June 27th to discuss the incentives and map. The committee suggested taking the flood plane areas out of the enterprise zone, looking at how Champaign County does their enterprise zones and seeing if it would retroactively affect business es. Any board member with suggestions can contact Rendleman.

Highway Department-

A. SIMPO-Southern Illinois Metropolitan Planning Organization

B. Jackson County Bike Paths/Trails

C. Payment of Highway Monthly Claims

A. Peterson informed the committee that Rides has taken over Saluki Express and there is an app that shows where the buses are and when they will arrive at the stop. She also reviewed the requested information on how much grant funding the Highway Department has received in the last few year.

B. The committee discussed work that is being done on 13 for bike routes.

C. S. Bost moved and D. Bost seconded payment of Highway monthly claims in the amount of $142,242.79, motion carried.

IV. 18-3449 Used Equipment Sale

Guthman reported that bids were received for all of the used equipment. He mentioned that he used Craigslist and received more interest. Additionally, one piece of equipment that wasn't originally on the list but was in a picture received a bid. The committee declared that item surplus property and accepted the highest bid for all the equipment.

A motion was made by D. Bost, seconded by Mueller, to approve recommendation to declare the used Highway Department equipment as surplus property and accept the highest bid for each piece. The motion carried by unanimous vote.

V. 18-3450 Ora Township Request for Matching Funds

A motion was made by S. Bost, seconded by Hunter, to approve the Ora Township request for matching funds. The motion carried by unanimous vote.

VI. 18-3451 Build Federal Fund Grant Application

Guthman began by reminding the committee of the Build grant application and costs. He stated that IDOT and Williamson County do not want to be the lead on the grant due to the possibility that the grant may have to be paid back in 10 years if the project is not completed. He asked the committee if Jackson County wants to be the lead on the grant; the consensus of the committee is no.

C. Jackson Growth Alliance

D. Comprehensive Plan

E. River Levee Project Update

A. Peterson reported that Greater Egypt is reapplying for a grant for the multi-modal area in Carbondale.

B. Nothing at this time.

C. Nothing at this time.

D. The committee reviewed a draft of an outline for the Comprehensive Plan. Any suggestions for changes or additions can be sent to the committee coordinator.

E. Nothing at this time.

County Buildings & Grounds:

VII. 18-3452 Hole in County Parking Lot

Guthman reported that the Highway Department will look into the hole in the parking lot and make the necessary repairs.

VIII. 18-3453 Public Building Commission Update

The committee coordinator informed the committee of the direction that the Executive Committee gave to the Public Building Commission.

Old Business:

Erbes requested that Guthman complete another speed study on the Gorham/Jacob Road. He stated that he has had citizens say that the last one was completed when there was not enough traffic on the road. Guthman will do the study and report to the committee when it has been completed.
