City of Carbondale Liquor Advisory Board met March 1.

1. Roll Call
Present: John Mills, Steve Payne (ex officio), Tasis Karayiannis, David Cisco, and Donald Monty
Absent: Mark Robinson, Henry Webber, and Taylor Delaney
A quorum was available to take action on the agenda items. City Staff present for the meeting included City Clerk Jennifer Sorrell, Lieutenant Matt Dunning, and Building and Neighborhood Services Manager John Lenzini
2. Approval of minutes from December 7, 2017, and February 1, 2018
J. Mills moved, D. Cisco seconded, to approve the minutes of December 7, 2017. Vote: All voted aye; motion declared carried.
T. Karayiannis moved, D. Cisco seconded, to approve the minutes of February 1, 2018. Vote: All voted aye;mmotion declared carried.
3. Application for a Class A1 liquor license (on premises consumption – beer and wine only) from El Greco, LLC d/b/a El Greco at 516 South Illinois Avenue
Steven Rodgers was present to respond to Board inquiries. Mr. Rodgers indicated that his liquor businessexperience stemmed from the restaurant and hotel industry, primarily in California; that an application for an outdoor café is being reviewed in Planning; and that the restaurant’s interior and menu would largely be the same, noting that he had brought in an updated menu with corrected hours. The Board stated that they were glad to see the business reopen.
J. Mills moved, T. Karayiannis seconded, to recommend approval of the Class A1 liquor license to El Greco, LLC, contingent upon receipt of all outstanding items. Vote: All voted aye; motion declared carried.
4. Review of Second Quarter Reports from the Police Department and Building and Neighborhood
Services for License Year 2017-2018 (October – December)
The Board requested clarification about some of the listed violations, including Control of Premises, Liquor Access Violations, why a particular Beer Garden complaint would result in a citation while others would not, and how the police determine if a location has a beer garden versus individuals congregating for the purpose of smoking. Lieutenant Dunning provided details about violations which are assigned the same case number; they may be multiple citations issued to one individual or citations issued to multiple individuals being arrested at the same time by the same officer.
Noting the blank report from Building and Neighborhood Services, the Board inquired about the activities of the Inspector. Building and Neighborhood Services Manager John Lenzini explained that the duties which were once performed by the Fire Inspector and Building Inspector would be combined and performed by the Building and Inspector. Mr. Lenzini detailed how he hoped to see the inspections occur in the future and the outcomes of violations and inspections. The Board asked how evening spot checks on occupancy and other life/safety issues would be handled. Mr. Lenzini indicated that this question is still being determined, but that citations could be issued by individuals other than the Fire Inspector. He then discussed the frequency of blocked exit occurrences, remarked on when evening inspections historically occurred, how he intended to take greater involvement in these matters, and addressing litter and other violations in a stricter manner.
Motion: J. Mills moved, D. Cisco seconded, to approve and forward the reports to the Local Liquor Control Commission. Vote: All voted aye; motion declared carried.
