Jackson County Real Property Committee met Jan. 17.

Here is the minutes provided by the Committee:

Call to Order (5:00 PM)

Members Present: D. Bost, Hunter, Mueller, Peterson, Rendleman and S. Bost

Members Absent: Endres and Mendoza, Jr.

Also Present: Andrew Erbes, Grant Guthman, Maureen Berkowitz, Mike Jones

Approval of Minutes

I. 18-3084 December 13, 2017 Minutes

A motion was made by S. Bost, seconded by D. Bost, to approve the December 13, 2017 minutes as presented. The motion carried by unanimous vote.

Communication

Peterson informed the committee that a few extra items have been added to the communications section. First, a thank you letter regarding the County's support of Carbondale's application for a TIGER grant. Then the committee reviewed the seven notices from the Board of Review regarding tax appeals.

III. 18-3091

150th Memorial Day tourism funding request Mike Jones of the Murphysboro Tourism Bureau spoke to the committee about the activities planned for the Jackson County 150th Memorial Day celebration. He stated that the Memorial Day month of celebration will kick off with a Memorial Bike Ride that is being planned with the help of D. Bost. Jones went on to say that there will be a play about Memorial Day, various speakers, a John A. Logan reenactor and it will end with a BBQ at the museum in Murphysboro. These events will hopefully bring people from all over to Jackson County. A motion was made by D. Bost, seconded by Hunter, to approve giving the Murphysboro Tourism Bureau $3500 to assist with the costs invol ved in putting on a 150th Memorial Day celebration in Jackson County. The motion carried by unanimous vote.

C. Payment of Highway Monthly Claims

A. Peterson reported that the State of Illinois collects data on traffic deaths and injuries. The Jackson County region has numbers that are higher than the state average. This year the State of Illinois is encouraging everyone to work to bring the state numbers down by two percentage points. The committee discussed a few ideas for working on this, possibly increasing education in the area. Peterson then reminded the committee that the draft of the IL 13 Corridor bike route was available on the SIMPO website and they are accepting comments.

B. D. Bost stated that he hopes the bike ride planned for the beginning of May will bring people to the area, especially now tha t it is tied to the Jackson County 150th Memorial Day celebration.

C. Hunter moved and D. Bost seconded to authorize payment of the Highway monthly claims in the amount of $255,211.31, motion carried. Erbes asked Guthman about a road survey he had recently completed.

Erbes had a constituent who wondered if there would be more traffic in the summer than the winter, Guthman did not think that there would be much of a difference but if the committee wants him to do another road survey in the summer he will.

IV. 18-3086 Federal Aid Agreement-Town Creek Road Flood Repair-Section 17-00176-00-DR A motion was made by Hunter, seconded by S. Bost, to approve the Federal Aid Agreement for Town Creek Road Flood Repair – Section 17-00176-00-DR. The motion carried by unanimous vote.

V. 18-3087 Federal Aid Agreement-Giant City Road Resurfacing-Section 12-00171-00-RS A motion was made by Mueller, seconded by D. Bost, to approve the Federal Aid Agreement for Giant City Road Resurfacing - Section 12-00171-00-RS. The motion carried by unanimous vote.

VI. 18-3088 Federal Aid Matching Tax Resolution-Giant City Road Resurfacing-Section 12-00171-00-RS A motion was made by Mueller, seconded by Hunter, to approve the Federal Aid Matching Tax Resolution for Giant City Road Resurfacing - Section 12-00171-00-RS. The motion carried by unanimous vote.

VII. 18-3089 Engineering Agreement Addendum-Dillinger Road Section-16-00175-00-SP A motion was made by D. Bost, seconded by S. Bost, to approve the Engineering Agreement Addendum for Dillinger Road Section - 16-00175-00-SP. The motion carried by unanimous vote.

VIII. 18-3090 Federal Aid Matching Tax Resolution-Dillinger Road-Section 16-00175-00-SP A motion was made by S. Bost, seconded by Mueller, to approve the Federal Aid Matching Tax Resolution for Dillinger Road – Section 16-00175-00-SP. The motion carried by unanimous vote.

E. River Levee Project Update

A. Peterson informed the committee that Greater Egypt applied for and received an EPA grant to study the watershed at Crab Orchard. Also, she provided the committee with information about a DRA grant that Greater Egypt received; they are requesting input from interested parties.

B. 1. Berkowitz began by showing the committee a map of the land to be divided and gave a brief overview of the requested variance; it is a six acre lot that is being divided into six one acre lots. There were originally seven houses on the six acres but one house has been torn down. She then reviewed the information from the Highway and Health Departments regarding the land; the Highway issues have been addressed and handled but the issues from the Health Dept. have not been completed to the weather. Berkowitz indicated that they will be addressed and suggested the committee approve the variance contingent on the Health Department completing a re-inspection to verify that the required work has been completed. The committee discussed the subdivision ordinance, variances and past practices. S. Bost moved and D. Bost seconded approval of the Butler land division parcel #19-08-401-020, 021 contingent on re-inspection by the Jackson County Health Department to verify that the required work has been completed.

B. 2. Berkowitz informed the committee that the BAS survey is sent to her office each year inquiring about whether or not the boundary lines for Jackson County have been changed. Her office has and will continue to reply to this survey request each year.

C. Mueller reported that JGA is drafting a letter in support of the SIU restructuring that will be circulated. JGA believes that economic development in the area depends on SIU being here and being stable. D. Bost stated that he would like to see more from the small business incubator.

D. This item will continue to remain on the agenda.

E. Peterson reported that the River Levee Project is going to sign letters of credit, they have increased the tax levy, and they are pursuing bids for new pumps. Also, work is progressing there are still four pipes that need to go in on the Grand Tower end. Mueller asked if there was a tentative completion date and the committee discussed how that is not really be possible because of factors like the weather.

County Buildings & Grounds

IX. 18-3092 Courthouse Restroom Faucets

The committee reviewed the bid for replacement of the restroom faucets in the Courthouse. The consensus of the committee is that they would like to get additional bids, find out why these type of faucets were chosen, get a breakdown of the costs for parts, labor, etc., and have someone from maintenance attend the February committee meeting to discuss this item.
