Jackson County Legislative and Public Safety Committee met Nov. 14.

Call to Order (5:00 PM)

Approval of Minutes
I. 17-2912 October 10, 2017 Minutes
A motion was made by Nehring, seconded by Burke, to approve the October 10, 2017 minutes as presented. The motion carried by unanimous vote.

E. Recycling Program
A. Patrick spoke to the committee about a training on Narcam she attended. She passed around information and samples she received. She encouraged any community group interested to a ttend the training. Patrick went on to report that the Health Department has hired a new breastfeeding coordinator who is multilingual which will be a big help to the department and the clients. Then she reminded the committee that if any board member wants a flu shot they can get one before the board meeting on the 21st provided they notify the office in advance. Finally, she informed the committee that November is National Lung Cancer Awareness month.
B. Gale reported that Ms. Johnson and Kyle Scerena completed 13 inspections or field visits at open dumping/open burning sites; 11 were revisits to existing sites; 3 of the revisits resulted in closure due to compliance being achieved; approximately 20 cub ic yards of waste was removed from the environment; 3 citizen complaints were received; and one landfill inspection was completed.
C. The committee reviewed the fund update.
D. Nothing to report this month.
E. Gale reported that the Shred & Med day on Nov. 4th was successful with 201 participants; 77 participants brought medications which resulted in collecting 148 pounds of medication. This is slightly less than the day in April. The committee inquired about why that might be and Gale replied that individual cities and surrounding counties have been holding their own med collection days; additionally the collection spot at the Walgreens on Wall Street in Carbondale is being used more. Gale and several other staff attended the Illinois County Solid Waste Management Association Conference where she presented on Jackson County's Electronics program. Gale also participated in an Illinois Product Stewardship Council Conference call with a focus on Electronics Recycling.
Emergency Management
Misener reported that he is still waiting on final budget approval from IEMA/FEMA to execute the contract with Metro -Ag for the Reed Station La goon cleanup.
Ambulance Service
A. Payment of Ambulance Monthly Claims-October 2017
B. Ambulance Director's Report
i. Accounts Receivable Cash
A. Burke moved and Nehring seconded to pay the Ambulance Service monthly claims in the amount of $45,641.43.
B. Misener reported that there is $266,194.01 in Accounts Receivable cash. He went on to inform the committee that there were 789 ambulance reports for 602 transports and 46 livery van transports. This number is down from 2016 when there were 836 reports for 646 transports.
II. 17-2913 Contract Renewal for PhysioControl (formerly Sansio) Healht EMS electronic patient care record (ePCR) software, (pending budget approval and legal review)
Misener informed the committee that it is time for the contract renewal on the software that allows the ambulance service to write emergency reports; the existing contract expires January 1, 2018.
A motion was made by Nehring, seconded by Burke, to approve the contract renewal for PhysioControl Health EMS, ePCR software as a service, pending budget approval and legal review. The motion carried by unanimous vote.
III. 17-2914 Open Supervisor Position
Misener reported that the notice of vacancy was posted for the open Supervisor position at the Ambulance Service, interviews have been conducted and he has made the decision about whom to hire. He is required to inform the committee before doing the hiring. The consensus of the committee is to allow him to proceed with the hiring of the chosen candidate.
