Jackson County Legislative and Public Safety Committee met Oct. 10.

Here is the agenda provided by the Committee:

Call to Order (5:00 PM)

Members Present: Burke, Comparato, Larkin, Maxwell, Mueller, Nehring and Rendleman

Members Absent: Mendoza, Jr.

Approval of Minutes

I. 17-2836 September 12, 2017 Minutes

A motion was made by Comparato, seconded by Maxwell, to approve the September 12, 2017 minutes as presented. The motion carried by unanimous vote.

Patrick reported:

 The Health Department has a new employee, Denise McCleary. She is a former SIU instructor and Madison County planning and zoning department employee. She will be working in the Health Departments Environmental Health Division two days per week to replace Terry Fulk in Emergency Preparedness which is funded by the Public Health Emergency Preparedness (PHEP) grant. The duties of volunteer coordinator for the Medical Reserve Corps will be done by Angie Kuehl in Health Education.

 Henry Mulder, the Departments' employee with the most longevity, has announced he will retire at the end of December. Internal recruitment for his replacement as the manager of the food sanitation program is underway.

 Courthouse-based employees are welcome to walk over to the Jackson County Sheriff's office on Thursday from 7am to 10am to get flu shots; walk-ins at the Health Department are also welcome. On Wednesday the Health Department will have extended hours (until 6pm) otherwise immunizations will be give n on a walk-in basis from 8:30am to 4:30pm Monday thru Thursday, bring your insurance card.

 Colorectal cancer screening stool kits are not available for people 50-74 years of age for a $20 fee.

 The Behavioral Health Action Team, a component of the Healthy Communities Coalition JCHD supports, is hosting an Everyone Has the Right to be Happy/Mental Health Awareness resource fair at the University Mall this coming Saturday from 1pm to 3pm.

 As part of the emphasis on the social determinants of health, JCHD will hold a viewing of the Southern Illinois movie, "We Live Here", about the housing crisis in Cairo. The Director, Isaac Smith, will be present for Q&A on November 8th at 8am.

Hagston reported that Ms. Johnson/Kyle Scerena completed 9 inspections or field visits were conducted at open dumping/open burning sites; they were all revisits. There was one citizen complaint and one landfill inspection completed. Hagston went on to say that one Enforcement Decision Group meeting to discuss solid waste enforcement cases. The decision was rendered to issue an Administrative Citation to one property owner. The next Shred & Med day is scheduled for Saturday, November 4, from 8am to noon at the JCHD front parking lot (see attached flyer).

Emergency Management

II. 17-2832 Approval of Bid for Reed Station Lagoon Cleanup

Misener presented the committee with the recommendation from Asaturian Eaton to accept the bid from Metro-Ag for $130,000 pending notice of grant modification from IEMA (FEMA approval may be delayed due to multiple hurricane responses). Burke inquired about whether the county should use the local bidder even though it is the more expensive bid. She indicated that in the past the county has a set a limit that they would consider over the lowest bid in order to stay with a local company. Rendleman indicated that he thought the amount was up to $10,000. Misener reminded the committee that the money is coming from FEMA and not from the county budget. The committee voted to accept the lowest responsible bid which did not pass. Then the committee voted to send the issue to the full board and that did not pass. Then Maxwell commented that the money may not be coming from the county budget but it is coming from some where and unless the company offering the lowest responsible bid is not capable of doing the work up to standards then it defeats the bid process to not go with the lowest responsible bid. Larkin moved to reconsider the original motion. A motion was made by Maxwell, seconded by Comparato, to authorize acceptance of the lowest responsible bid. The motion failed by the following vote:

Yes: 2 - Comparato and Maxwell

No: 3 - Burke, Larkin and Nehring

Absent: 2 - Mendoza, Jr. and Mueller

A motion was made by Burke, seconded by Nehring, to forward the bid acceptance, for the

Reed Station lagoon clean up, to the full board. The motion failed by the following vote:

Yes: 3 - Burke, Larkin and Nehring

No: 3 - Comparato, Maxwell and Rendleman

Absent: 2 - Mendoza, Jr. and Mueller

A motion was made by Larkin, seconded by Comparato, to reconsider the original motion to

accept the lowest responsible bid. The motion carried by the following vote:

Yes: 4 - Comparato, Larkin, Maxwell and Nehring

No: 1 - Burke

Absent: 2 - Mendoza, Jr. and Mueller

A motion was made by Maxwell, seconded by Comparato, to approve accepting the lowest

responsible bid. The motion carried by the following vote:

Yes: 3 - Comparato, Larkin and Maxwell

No: 2 - Burke and Nehring

Absent: 2 - Mendoza, Jr. and Mueller

Ambulance Service

A. Payment of Ambulance Monthly Claims

B. Ambulance Director's Report

Maxwell moved and Comparato seconded to authorize payment of the Ambulance monthly claims in the amount of $27,231.81 Misener reported that there is $181,037.28 in accounts receivable cash. There were 775 ambulance reports for 600 transports and 41 livery van transports. Last year at this time there were 891 reports for 688 transports.

III. 17-2833 Approval of Bid for Communications Tower Fence Replacement Committee Chair Larkin opened the three bids for the replacement of the Communications Tower Fence. Martin Fence bid $12,500, Collins & Hermann $13,225, and Meyer Landscaping $25,630. The committee members reviewed the bids.

A motion was made by Maxwell, seconded by Comparato, to approve acceptance of the lowest responsible bid. The motion carried by unanimous vote

IV. 17-2834 Furniture Replacement at all Facilities

Misener reported that there have been bed bugs found at the Ava facility. Total Pest Control has been called in to exterminate. They will be treating each Ambulance facility on a monthly basis. The exterminator said that the furniture does not have to be thrown out but the furniture is about 20 years old and Misener would like to purchase new furniture that can be easily disinfected, similar to what hospitals have. He has the funds in his current budget and wanted direction from the committee. The consensus of the committee is to allow Misener to get what he thinks is best as long as it remains under the threshold that requires the county to go out for bids. Mueller asked how many recliners he would need for each facility; Misener said about 8 total.

V. 17-2835 Animal Control RFP

No action at this time.

Citizen Comments

Roberts introduced himself as the Vice President of the Union and a paramedic. He spoke about the employees concern with continuing to use Total Pest Control. The employees have lost confidence in the company because they treated the facility once and said they did not find the bed bugs and then had to come back again. He showed pictures of the bites on employees and information on a bed bug study. They would like to get rid of all the furniture and have the carpets steam cleaned. Comparato asked the employees present what they wanted to happen since the committee already authorized the purchase of new furniture. They will need a place to sleep and they said that cots or air mattresses will be fine until the new furniture arrives. Misener said that he has air mattresses from the eclipse that he will have available.
