Jackson County Finance and Administration Committee met September 11.

Here is the minutes provided by the Committee:

Call to Order (5:01 pm)

Members Present: Comparato, D. Bost, Erbes, Hunter, Larkin, Maxwell, Peterson and Rendleman

Also Present: Tamiko Mueller, Sharon Harris-Johnson, Maureen Berkowitz, Susie Kilquist, Chad Hill, Mary Beth Varner, Dana Dailey, Dottie Miles, Michelle Tweedy

Approval of Minutes

I. 17-2769 August 14, 2017 Minutes

Peterson pointed out that in the second paragraph under Insurance "at" needs changed to "a" and under Health Insurance Buzz "if" needs changed to "is".

A motion was made by Peterson, seconded by Erbes, to approve the August 14, 2017 minutes with two changes. The motion carried by unanimous vote.

C. Health Insurance Update

A. Miles informed the committee that the pro se case has been settled. Rendleman asked how much it was settled for; $23,700

B. Tweedy reviewed the health insurance information. Comparato moved and Maxwell seconded to pay the County Health Insurance claims for June 30th and the administrative costs; motion carried.

C. Hunter informed the committee that all bargaining units have submitted requests to bargain over health insurance.

II. 17-2771 Communications

i. HealthLink Letter

ii. ICRMT Update Summer Newsletter

Hunter gave the committee a brief summary of the HealthLink letter and stated that questions could be asked of Schermer when he attends a meeting. The ICRMT newsletter is for the committee members to read on their own.

III. 17-2770 Worker's Compensation Insurance

Hunter informed the committee that she and Tweedy met with Tom Couch regarding questions the committee had from the last meeting about the ICRMT audit. The committee asked about large claims and if the levy amount for work comp was enough; Hunter said they were going to review that during the budget process.

IV. 17-2773 AFLAC

Hunter began by giving a history of what dealing with AFLAC has been like since day one. There have been issues at every step. Currently the State's Attorney's Office is taking action with the Department of Insurance. The consensus of the committee is that some communication needs to be made to the employees involved to let them know what is going on. Mueller inquired about what a remedy might be; Hunter stated that there will no longer be payroll deductions and employees should get their money back. Rendleman suggested that in the future any outside insurance company that wants to work with the county should have to indemnify the county.

Finance

A. Payment of County Monthly Claims

B. Payment of Board Member Travel Expenses

A. Larkin moved and Peterson seconded to pay the County monthly claims in the amount of $290,719.17; motion carried.

B. Comparato moved and Erbes seconded to pay the Board Members travel reimbursement in the amount of $3,084.77; motion carried.

V. 17-2774 Delinquent Tax Resolution 2017-28 Parcel# 15-16-481-014

A motion was made by Erbes, seconded by Comparato, to approve the Delinquent Tax Resolution 2017-28 Parcel #15-16-481-014. The motion carried by unanimous vote.

VI. 17-2777 2017-2018 Budget Schedule

Hunter advised the committee to review the budget information provided by Tweedy. She then moved on to discussing dates for budget hearings; it is the consensus of the committee to hold budget hearings on September 18th and September 20th beginning at 5pm and going until all the hearings are finished. The hearings will be scheduled in 15 min increments but each department can ask for more time if they would like. Tweedy asked if the committee wants to hear from everyone or only certain departments; the committee wants to hear from everyone who submits a budget. Then the committee discussed when to hold budget meetings, Tweedy suggested every Monday in October and the committee agreed.

VII. 17-2778 BS&A Update

Hunter gave the committee a recap of the meeting she had with the County Clerk and Treasurer's offices regarding adjustment to the new BS&A financial software program. From what she heard the AP process is working fine, people are getting adjusted to the new system. The issue seems to be with payroll. There was not time for adequate training on the payroll system for those that need to use it. Hunter informed the committee that a request for funding for additional training will be forthcoming. Mueller asked if a discount could be looked into since BS&A did not provide adequate training. The committee decided to ask the State's Attorney's office to review the contract to see if anything could be done. Labor

VIII. 17-2779 AFSCME Request to Bargain

Hunter informed the committee that the board has received a request to bargain from AFSCME for the Courthouse and Ambulance. Additionally, they have received a request to bargain health insurance from FOP.
