Marion City Council met June 26.

Here is the minutes provided by the Council:

Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall June 26, 2017. Mayor Pro-tern Rinella called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:

Physically Present: Commissioners Hightower, Webb And Goss And Mayor Pro-Tem Rinella. Mayor Butler Arrived Fifteen Minutes Later, Having Attended An Awards Program For The Heartland Regional Hospital. Absent: None.

The minutes of the June 12, 2017 Regular Meeting were approved as presented.

Rece Roper, a Marion High School Student, having attended two prior council meetings to inform the Council of his intentions to sell bricks to help to raise funds to help defray the cost of the South Market Street repave project. Mr. Roper told the council he had met with Clarida and Ziegler Engineering and with Scott Patterson. Mr. Patterson has agreed to engrave the bricks at a cost of $20.00 per brick. Mr. Roper stated he is hoping to sell more than the original number of fifty-six that he had set as a goal. The bricks will be laid in among the other bricks of the street. Commissioner Goss made a motion to approve Rece Roper's program to sell the bricks with the individual's name engraved on the bricks for a $100.00 a brick with the proceeds donated to the South Market Street Repave Project. Commissioner Webb seconded the motion.

Leon Kehrer talked to the Council about the ditch by his house needing to be cleaned out. It currently causes his basement to flood in a heavy rain. Mr. Adam Fosse asked the Council to consider black topping his street, which Commissioner Goss said had never been made a street, but was a public access. Mayor Butler told both gentlemen the City would see what can be done to correct both situations. Glenn Clarida will check to see if the Developer platted the street and if the City accepted the subdivision. If it was accepted by the City, the developer never put in the curbs and gutters. Commissioner Webb stated that when he worked with the County, sometime the County could make a deal with the homeowners in a subdivision that wasn't paved to where the homeowners paid for the materials and the county did the work.

Commissioner Hightowcr made a motion to approve payment to Skuta Construction in the amount of $12,704.00 for rclining 316 feet of sewer lines on N. Cunningham Street and 266 feet on College Street. Funds are budgeted to come from TIF money. Commissioner Rinella seconded the motion.

Police Chief Dawn Tondini told the Council the Merit Board selected Steve Sloan, formerly a Saline County Deputy to fill a vacancy in the Police Department. Commissioner Webb made a motion to approve Steve Sloan as a new Police Officer to fill a vacancy. Commissioner Goss seconded the motion.

Police Chief Dawn Tondini asked the Council to approve making Shanna Askew Supervisor of Animal Control with a $.30 an hour increase effective as of June 24, 2017. Commissioner Webb made a motion to approve making Shanna Askew Supervisor of Animal Control with a $.30 an hour increase effective as of June 24, 2017. Commissioner Hightower seconded the motion.

Glenn Clarida presented the bids for the HMA overlay of various City Streets. SI Asphalt bid $574,132.27 and E.T. Simonds bid $546,002.69. Commissioner Goss made a motion to accept E.T. Simonds bid of $546,002.69 for the HMA Overlay of various City Streets. Commissioner Rinella seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler All Voted Yes.

Glenn Clarida presented the bids for the South Market Street Repave project. Haier Plumbing bid $812,425.25, E.T. Simonds bid $775,037.98 & Samron Contracting bid $1,059,483.75. The Engineer's Estimate was $836,105.50. Commissioner Goss made a motion to approve E.T. Simonds with the low bid of $775,037.98. Commissioner Rinella seconded the motion.

Commissioner Goss made a motion to approve street maintenance for Cinder Seal on State Street from Morningside Drive to Red Row with Illini Asphalt doing the work. This is a budgeted item from the Road and Bridge account. Commissioner Webb seconded the motion.

Commissioner Goss made a motion to approve the change order for the lighting for the water tower by Interstate 57 in the amount of $5,800.00 with the funds coming from the Marion Heights TIP II. The original lighting plan for the water tower called for the lights to shine upwards toward the water tower, but the lettering on the tower was not illuminated. New plan is to paint MARION on the 69-foot stem of the water tower in five-foot-high letters.

Commissioner Goss presented two applications for Downtown Restoration Loans, both for Charles Yacob (C & L Development Group Inc.). One application is for 108 East Main Street for new entry doors, windows, soffit and fascia and electric for signage, estimated cost of improvements - $11,000.00. The other application for 110 E. Main Street — providing new entry doors and windows, soffit and fascia and electric for signage with lighting to match 108 and 112 E. Main Street. Estimated cost of improvements - $10,000.00. Commissioner Goss noted that Mr. Yacob has already paid off the Downtown Restoration loan he had earlier received for the restoration of 112 East Main Street. Commissioner Goss made a motion to approve the two Downtown Restoration loans to Charles Yacob (C & L Development Group, Inc) for 108 East Main Street and for 110 East Main Street, each in the amount of $10,000.00 with a payback of $5000.00 each. Commissioner Rinella seconded the motion,

City Administrator Gail West stated a letter from David Patton, Marion Carnegie Library, recommended the hiring of Amanda Villa as the new Librarian I to fill the position vacated by Tiffany Steckenrider" s resignation. The Librarian I job is a permanent full-time non-exempt position paying $ 11.00 per hour. Commissioner Rinella made a motion to approve hiring Amanda Villa as stated above. Commissioner Webb seconded the motion.

Hub Recreation Center

Hub General Manager Chris Georgantas asked the Council's approval of the following Part-time Hire Recommendation: Ashleigh Franks - Group Exercise Instructor at $15.00 per hour and Personal Trainer at $30.00 per hour. Commissioner Webb made a motion to approve Ashleigh Franks as presented with Commissioner Goss seconding the motion.

Hub General Manager Chris Georgantas recommended the following job Classification Additions: Scarlett DeRousse - Swim Instructor at $20.00 per hour. (Currently Lifeguard). Commissioner Goss made a motion to approve the above recommended job classification addition. Commissioner Webb seconded the motion.

Hub General Manager Chris Georgantas recommended Council approval of pay increases in Child watch positions, currently at $8.25 Per hour, and Camp Counselor positions currently at $8.50 per hour to $9.00 per hour, both to be made retroactive to 6/24/2017 (start of new pay period). Commissioner Rinella made a motion to approve the Child watch and Camp Counselor positions to be increased to $9.00 per hour effective as of 06/24/2017. Commissioner Hightower seconded the motion.

Commissioner Rinella made a motion to approve hiring Velma Thompson as a Kitchen Substitute at $8.25 per hour at the Senior Citizens Center to work as needed. Commissioner Goss seconded the motion.

Ordinance 3381 - An Ordinance Accepting And Approving A Subdivision Platted As Morningsie Phase 11 Subdivision To The City Of Marion, County Of Williamson County, Illinois. Developer: Jerry M. Barras, Managing Agent J.M.B. Development, LLC. This item was on the agenda a few months back but was not approved due to questions about the available water pressure and storm water drainage. Both issues have now been resolved. Commissioner Rinella made a motion to approve Ordinance 3381 as presented. Commissioner Webb seconded the motion.

Ordinance 3385 - An Ordinance Approving And Authorizing The Execution Of A Professional Services Agreement For The First Amendment To The Marion Hill View T1f District By And Between The City Of Marion And Jacob And Klein, Ltd, And The Economic Dfevelopment Group, Ltd. City Administrator Gail West informed the Council two developers are interested in building a strip mall with eight stores on 17th Street which is currently in TIF I. If the City Council would extend this land into the Hill View TIF from TIF I, the infrastructure costs to build the new sewer line, which is currently in TIF I, could come from the Hill View TIF, which has twenty- two years left in its life — while TIF I only has five years left. The cost of the amendment to the City is $15,000,00. Commissioner Rinella made a motion to approve Ordinance 3385 as presented, Commissioner Goss seconded the motion.

Ordinance 3386 - An Ordinance Regulating Vacation Rentals In The City Of Marion. City Administrator Gail West explained to the Council, there are already short term "Residential Vacation Rentals" available to rent through internet application in the City of Marion. Currently the City has no regulations regarding these types of rentals, no Life safety codes enforced. Ordinance 3386 is to help gain some regulations for safety in these types of rentals. Attorney Steve Green stated that if the Council decides to approve this Ordinance, the Council would then need to amend the Hotel Tax Ordinance. Commissioner Rinella stated he thought the Council should get this ordinance in place as soon as possible. Attorney Steve Green said this Ordinance does not address tents in yard rentals. At the next Council Meeting Attorney Green will present an Ordinance addressing those matters.

Commissioner Rinella made a motion to pay the monthly bills as funds become available. Commissioner Goss seconded the motion.

Commissioner Rinella made a motion to approve and pay the Consent Agenda dated June 26, 2017 as funds become available. Commissioner Goss seconded the motion.
