Carbondale Mayor and City Council met May 2.

1. Oaths of Office
Procedural: 1.1 Administration of Oaths of Office for Elected City Councilmembers
Councilwoman Harvey, Councilwoman Bradshaw, and Councilman Doherty took their oaths of office
prior to the start of the meeting.
2. Preliminaries to the City Council Meeting
Procedural: 2.1 Roll Call
The meeting was called to order at 7:03 p.m.
Procedural: 2.2 General Announcements and Proclamations
Councilman Kang presented the proclamation for Bike To Work Month wherein Mayor Henry
proclaimed the month of May 2017, as Bike to Work Month in the City of Carbondale, and encouraged
all citizens who support bicycling to ride a bike to work in celebration of these events.
Councilwoman Bradshaw presented the proclamation for National Public Works Month wherein Mayor
Henry proclaimed the month of May 2017 as National Public Works Week in the City of Carbondale and
urged all citizens to observe the week by recognizing the contributions which public works employees
make every day to our health, safety, comfort, and quality of life.
Councilman Loos presented the proclamation for Free Comic Book Day wherein Mayor Henry
proclaimed Saturday, May 6, 2017, as Free Comic Day in the City of Carbondale, and urged all citizens to
observe this occasion by supporting appropriate activities.
Councilman Grant presented the proclamation for National Preservation Month wherein Mayor Henry
proclaimed the month of May 2017 as National Preservation Month in the City of Carbondale and
encouraged all citizens to participate in this special observance.
Mayor Henry proclaimed the week of May 14 – 20, 2017, as Law Enforcement Week in the City of
Carbondale and urged all citizens to recognize law enforcement's service in protecting our community
and devotion to duty.
Councilwoman Harvey informed the community of the Special Olympic events occurring on Friday, May
5, at the SIU campus and congratulated the SIU students who will graduate on Saturday, May 6.
Councilwoman Bradshaw announced the Carbondale Brew Fest on Friday, May 5; the For Kids' Sake
Auction at Longbranch on Friday, May 5; and the rescheduled flea market on Saturday, May 6, at the SIU
Arena.
Procedural: 2.3 Citizens' Comments and Questions
Charlie Howe noted the Cardboard Board Regatta was rescheduled for this Saturday, May 6.
Elius Reed asked the City Manager about the appointment of an individual to serve as Administrative
Services Director/Affirmative Action Officer, inquired about the cost of purchasing a new fire truck, and
the cost for employing two additional police officers.
Hugh Muldoon announced phase two of the Keep Carbondale Clean-up on Saturday, May 6.

Council inquired about the agreement to purchase to property from the railroad, as well as whether
demolition costs were included in the figure.

Contract for PK1001 Parking Lot #26 (Interfaith Center) to B.C. Contracting, Carterville, Illinois in the
Amount of $153,376
Council remarked on the concerns of the Gaia House during the previous consideration of this item and
expressed a desire to postpone action until their concerns had been addressed.
Hugh Muldoon commented that the Gaia House had experienced flooding due to a blockage in the drain
system; shared his concerns after reviewing the site plan, specifically drainage from Grand Avenue
northward, as well as drainage from the parking lot; placement of a parking spot and tree; the location
of an accessible parking space; and underground electric which serves the Gaia House. He asked that
action be delayed until the next meeting. Charlie Howe added that the flooding which had occurred
previously was due to placement of fill dirt in front of the drain.
The City Council agreed to delay acting on this matter until the next City Council meeting.
4. Council Comments for the City Council
Information: 4.1 An opportunity for City Council members to offer general comments
Councilman Loos thanked Mr. Fronabarger to his service and welcomed Mr. Doherty to the City Council.
Councilman Kang expressed congratulations to the returning Councilmembers and welcome to the new
Councilmember. He thanked Mr. Fronabarger for his service.
5. Adjournment of the City Council Meeting
