Herrin City Council met Monday, March 27.

MINUTES OF THE REGULAR MEETING OF 

THE CITY OF HERRIN COUNCIL OF THE 

CITY OF HERRIN, ILLINOIS HELD IN THE 

COUNCIL CHAMBERS OF CITY HALL ON 

MARCH 27, 2017 AT 6:00 P.M.

Mayor Steve Frattini called the meeting to order and asked Jo Sanders, SIH to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF MARCH 13, 2017 MEETING

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the March 13, 2017 Council Meeting. Alderman Shoemake. McGuire, York, Miller, Kinley, Sizemore and Ahlgren voted "Yea. None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin was absent from the meeting. 

BUDGET OFFICE 

Carrie Cravens, Budget Director reminded everyone of the Finance Committee Meeting for budget review on April 5, 2017 at 5:30 p.m.

CODES 

Codes Administrator Robert Craig stated thanks to the Harrison Bruce Foundation for their donation for our codes software. Two more accessory buildings have been tore down. We partnered with First Baptist Church volunteers to get the job done. Reminder that it is mowing season, do not blow grass into the streets. We have done $1.3 million in new construction residential permits this past month. With spring clean-up coming soon, there will be more junk out, please be patient with garbage complaints until this is over.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works Committee had nothing to report.

Tom Somers, Public Works Director stated that N. 18th between Cherry & Monroe will be closed from April 3-14 for work at the new OLMC building. Also, reminder that the road program is shaping up, if you have any roads that are of concern let him know.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting. 

PUBLIC SAFETY 

Quinn Laird, Police Chief stated an arrest has been made in the Casey's armed robbery. Second is pending.

Fire Department had no representatives here.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE 

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before

the Council. Alderman McGuire, York, Miller, Kinley, Sizemore, Ahlgren and Shoemake voted “Yea. None voted "Nay".

INSURANCE 

Deon McGuire. Chairman of the Insurance Committee had nothing to report.

LIBRARY LAISON

Marilyn Ruppel. Liaison for the Herrin City Library was absent from the meeting. 

CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated that with a financial donation from Harrison Bruce foundation, the center has upgraded IT capabilities. New Wi-Fi with support for over 680 devices, phone System upgrades and new visual presentation upgrades.

NEW BUSINESS:

RESOLUTION 2-2017 ACCEPTING GRANT SINGLE FAMILY REHAB

Motion made by Alderman Kinley, seconded by Alderman York to pass Resolution 2-2017 Accepting a Grant from the Illinois Housing Development Authority's Trust Single Family Rehabilitation Program. Alderman York, Miller, Kinley, Sizemore, Ahlgren. Shoemake and McGuire voted "Yea". None voted "Nay".

RESOLUTION 3-2017 ACCEPTING GRANT ABANDONED RESIDENTIAL PROPERTY MUNICIPAL RELIEF

Motion made by Alderman Kinley, seconded by Alderman Shoemake to pass Resolution 3-2017 Accepting  a Grant from the Illinois Housing Development Authority's Abandoned Residential Property Municipal Relief Program. Alderman Miller, Kinley, Sizemore, Ahlgren, Shoemake, McGuire and York voted “Yea”. None voted “Nay”.

CLOSE N. 14th & E. MONROE FOR HCCA FUNDRAISER CORVETTE SHOW

Motion made by Alderman McGuire, seconded by Alderman Ahlgren to close 200 Block N. 14th & 200 Block E. Monroe for Corvette Show, proceeds go to Herrin City Cemetery Association. May 13 from 10:30 a.m. to 3 p.m. Alderman Kinley, Sizemore, Ahlgren, Shoemake, McGuire, York and Miller voted “Yea. None voted "Nay".

HORNER & SHIFRIN - CODES AWARD BID

Motion made by Alderman York, seconded by Alderman Kinley to approve agreement for Codes Software with Horner & Shifrin Inc. Harrison Bruce Foundation donated the funds for the purchase. Alderman Sizemore, Ahlgren, Shoemake, McGuire, York, Miller and Kinley voted "Yea". None voted "Nay"

SLUDGE PUMP REPLACEMENT

Motion made by Alderman Sizemore, seconded by Alderman York to award bid for Sludge Pump Replacements at the Wastewater treatment plant to Midwest Petroleum & Excav. For $46,777.00. Alderman Ahlgren, Shoemake, McGuire, York, Miller, Kinley and Sizemore voted "Yea". None voted "Nay". The Project has been budgeted for.

MAYOR

Mayor stated that we are to receive a grant for lift station replacement at Chittyville & N. 14" St.

Spring Clean-up is week of April 24". May 6" the Rotary Club will have a downtown clean-up, Meet at Civic Center at 11.

The feline facility is up and running.

Presbyterian Church is making a prayer garden and bell tower area at their lot north of City Hall. 

COUNCIL

Alderman York reminded everyone to exercise their right to vote on Tuesday, April 4th.

PUBLIC

Helen Russell asked if the wall near the Elks will be repaired before the car show. The Elks are working on this.

Randy Crompton thanked Ed Avripas for his work in beautifying the City Hall area. Ed Stated that they are working on parking lot and need to sell 7 more lamp posts. He thanked the Council and others for their Blind donations.
