Marion City Council met Jan. 12.

Here is the minutes as provided by the Council:

Minutes of a Special Meeting held at Marion City Hall Thursday January 12, 2017 at 4:15

P.M. Mayor Butler called the meeting to order. The roll call response was as follows:

PHYSICALLY PRESENT: Commissioners Rinella, Hightower, Webb and Goss and

Mayor Butler.

ABSENT: None

Mayor Butler stated the Special Meeting having given notice of the Special Meeting forty-eight

hours prior to the meeting as stated in 05/ILCS 120/2.02 with the reason for the Special Called

Meeting being as follows:

To discuss and approve the Hub Recreation Environmental Improvement Project.

City Administrator Gail West presented Ben Boyt Bo}^ Engineering, who presented Phase 1 of

the HVAC system for the Hub Recreational Center. Mr. Boyt explained that it was first noted to

Boyt Engineering in the spring of 2016 that the natatorium had some environmental issues of

concern. Boyt Engineering was retained by the City to determine what might be done to mitigate

any of these issues. Principal among the concerns was the control of humidity in the space.

Other concerns were chloramine odors at the surface of the water where swimmers are breathingO'

condensate on windows during periods of cold outdoor weather, and building pressurization in

relation to the main building, resulting from the difference between fresh air being brought into

the space and proper exhaust air that should be removed. The Hub Environmental Project today

deals with chloramines and stack effect.

The issues involve:

-The pool surfaces have insufficient airflow to allow for the removal of built up chloramine

concentrations at the water surface.

-Stratified air throughout the space (stack effect results in):

-insufficient mixing of stale air and fresh air leading

-temperature stratification that results in inefficient operation of the dehurrridification units

-difficulties with removing moisture and contaminates evenly from the entire volume of air

Contributing Factor:

-Currently installed "Ductsox" fabric type ductwork system is designed to provide diffuse air

delivery and does not give much air direction. It is dispersed gently and over a large volume. It

is correctly aimed mostly toward the exterior walls and windows to attempt to wash these

vertical surfaces; however, this results in very little airflow directed at the pool surfaces.

Solution:

-The use of High Volume. Low Velocity fans to evenly circulate and mix the air — that allow for

energy efficient air movement, greater comfort., better mixing, and with less noticeable wind

effect on occupants compared to high-speed fans or blowers.

Mr. Boyt recommended installing three (3) really big ceiling fans over the surface of the pool.

The fans have to be constructed out of material that are non-corrosive. The trademark name of

the recommended fans is "Big Ass Fans". To get the three fans and installation will cost

$75,000.00. The fans could be installed by the end of March.

Mr. Boyt told the Council the Hub has more glass than any Natatorium in the United States.

Gail White of White and Borgognoni Architects is consulting with Boyt Engineering to do

thermal imaging to see where the hot and cold spots in the building are located. If the thermal

integrity is not right it makes no difference how good the HVAC system is.

Commissioner Rinella inquired if there is a company that can do this work on the fans. City

Administrator Gail West told the Council Brown Electric did the original wiring in the building

and therefore know where all the wiring is located.

Commissioner Rinella made a motion to move forward with the 1st phase and submit for bids.

Commissioner Goss seconded the motion.

ON ROLL CALL VOTE COMMISSIONERS RINELLA, HIGHTOWER, WEBB AND

GOSS AND MAYOR BUTLER ALL VOTED YEA.

Architect Gail White has done a preliminary inspection of the building and thought this is

needed.

Commissioner Goss made a motion to adjourn the meeting with Commissioner Rinella

seconding the motion.

GOSS AND MAYOR BUTLER ALL VOTED YEA.
