Marion City Council met Jan. 9.
Here is the minutes as provided by the Council:
Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council
Chambers at City Hall January 09, 2016. Mayor Butler called the meeting to order at 6:30 P.M.
The City Clerk was instructed to call the roll and the response was as follows:
PHYSICALLY PRESENT: COMMISSIONERS RINELLA, HIGHTOWER, WEBB
AND GOSS AND MAYOR BUTLER.
ABSENT: NONE
The minutes of the December 27, 2016 Regular Meeting were approved as presented.
Brian Ziegler, Clarida and Ziegler Engineering, explained to the Council, the Single Lane
Roundabout Intersection of Carbon Street/The Hill Avenue proposed cost is $1,702,696.76,
including Total Construction, Contingencies, Design Engineering, Construction Engineer,
Appraisals and Right of Way. Brian presented the Engineering Agreement between the City of
Marion and Clarida and Ziegler Engineering for the Roundabout Intersection of Carbon Street
and The Hill Avenue including the widening of Carbon Street from The Hill Avenue to
Princeton Street. After a discussion it was decided to table the two items to another meeting.
Brian Ziegler told the Council that he and Sewer Superintendent Brent Cain have been working
on the odor control problem at the West Sewer for several years. The Sewer Plant needs some
much needed renovating to make it more effective in odor control, etc. The preliminary estimate
of proposed construction costs for the WWTP Filter Screen / Odor Control is $448,500.00. The
Sewer Department has $400,000.00 to help fund the project. The rest would be paid by a bank
loan.
Commissioner Hightower made a motion to approve the project for the WWTP Filter Screen /
Odor Control project with Commissioner Rinella seconding the motion.

GOSS AND MAYOR BUTLER ALL VOTED YEA.
Brian Ziegler explained the Agreement for Engineering Services for the Sewer Plant to construct
odor control facilities and replace the bar screen at the west plant of the wastewater treatment
plant reads the same as the other Clarida and Ziegler Engineering Agreements between the City
of Marion and Clarida and Ziegler Engineering.
Commissioner High tower made a motion to approve the Clarida and Ziegler Engineering
Agreement as presented with Commissioner Rinella seconding the motion.

GOSS AND MAYOR BUTLER ALL VOTED YEA.
General Manager of the Hub Recreational Center Chris Georgantas recommended for the
Council to approve Tyler Oakley as a part-time Membership Attendant at $9-00 per hour.
Commissioner Webb made a motion to approve Tyler Oakley as a part-time Membership
Attendant at $9.00 per hour with Commissioner Hightower seconding the motion.

Mayor Butler read a letter from City of Marion Housing Director Diana Etheridge
recommending the re-appointment of Charolette Russell to the City of Marion Housing
Authority Board for another term. Commissioner Goss made a motion to approve the reappointment
of Charolette Russell to the City of Marion Housing Authority Board.
Commissioner Rinella second the motion.

GOSS AND MAYOR BUTLER ALL VOTED YEA.
Treasurer Steve Hale presented the following resolutions providing the County of Williamson
with abatement of the real estate tax levies of the listed General Obligation Refunding Bonds.
a. Resolution 2017-01 abating General Obligation Bonds, Series 2015 for the 2016 tax
year payable 2017 in the amount of $1,915,604.50
b. Resolution 2017-02 abating General Obligation Bonds, Series 2007 for the 2016 tax
year payable 2017 in the amount of $126,166.25.
c. Resolution 2017-03 abating General Obligation Bonds, Series 2008 for the 2016 tax
year payable 2017 in the amount of $254,995.00.
d. Resolution 2017-04 abating General Obligation Bonds, Series 2011A for the 2016 tax
year payable 2017 in the amount of $371,642.50.
e. Resolution 2017-05 abating General Obligation Bonds, Series 2011 for the 2016 tax
year payable 2017 in the amount of $230,499.12.
f. Resolution 2017-06 abating General Obligation Bonds, Series 2012 for the 2016 tax
year payable 2017 in the amount of $238,232.50.
g. Resolution 2017-07 abating General Obligation Bonds, Series 2013 for the 2016 tax
year payable 2017 in the amount of $1,391,085.00.
h. Resolution 2017-08 abating General Obligation Bonds, Series 2014 for the 2016 tax
year payable 2017 in the amount of $994,600.00.
Since the City of Marion has funds to pay and doesn't have to levy real estate taxes to
pay for these bonds, the amount not having to be levied is approximately $6,000.000.00, which if
levied would amount to a considerable increase in the real estate taxes.
Commissioner Rinella made a motion to approve the abatement of Resolutions 2017-01,
2017-02, 2017-03, 2017-04, 2017-05, 2017-06, 2017-07, 2017-08. Commissioner Goss seconded
the motion.
ON ROLL CALL VOTE COMMISSIONERS RINELLA, HIGHTOWER, WEBB AND
GOSS AND MAYOR BUTLER ALL VOTED YEA.
Commissioner Rinella made a motion to pay the monthly bills as funds become available.
Commissioner Goss seconded the motion.

Mayor Butler announced Ivan and Wanda Z\vick on January 15th will celebrate the Light House
Shelter being open ten years. During the ten years the Light House has served 4,000 persons
with 95% from Williamson County or surrounding counties. The Light House shelter has a
steady staff of fifty (50) volunteers. Mayor Butler stated Ivan and Wanda Zwick and the Light
House Shelter are to be commended for their work with the Light House Shelter, Commissioner
John Goss stated the Lighthouse group is the most dedicated group he has ever been associated
with.
Commissioner Rinella made a motion to adjourn the meeting with Commissioner Goss
seconding the motion.
