Herrin City Council authorizes Herrinfesta Italiana 2017 agreement

Herrin City Council met Monday, Nov. 28.

Here are the minutes as provided by Herrin:

Mayor Steve Frattini called the meeting to order and led us in prayer. Pledge of allegiance was recited. Shelly Huggins, City clerk called the roll and the following were present?:

Sheila Ahlgren - Alderman Ward I

David Shoemake - Alderman Ward I

Deon McGuire - Alderman Ward II

Scott Kinley - Alderman Ward III

Bill Sizemore - Alderman Ward IV

Marilyn Ruppel - Alderman Ward IV

Minutes of November 14, 2016 meeting

Motion made by alderman Shoemake, seconded by Alderman York to approve the minutes of the November 14, 2016 council meetin. Alderman Shoemake, McGuire, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

Treasurer's report

Treasurer Carl Goodwin had nothing to report

Budget office

Carrie Cravens, Budget director stated we received the third split of propery taxes. This will help with the 3 payrolls in December.

Codes

Codes administrator Robert Craig reminded everyone of the occupancy inspection requirements.

Public works

Bill Sizemore, Chairman of the public works had nothing to report.

Tom Somers, Public works director was absent from the meeting.

Public improvement

Marilyn Ruppel, Chairman of the public improvement committee stated that they had met before meeting and discussed chickens. There will be a further meeting at a later date.

Public safety

Quinn Laird, police chief stated that we should have a K-9 and handler chosen and they will go to class in January. Wal-Mart gave a $2,000 donation for shop with a cop on December 14.

No one was in attendance from the fire department.

David Shoemake, Chairman of the public safety committee had nothing to report.

Finance

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the council. Alderman McGuire, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay"/

Insurance

Deon McGuire, Chairman of the insurance committee had nothing to report.

Library Liaison

Marilyn Ruppel, Liason for the Herrin City Library stated that the library will have a holiday book sale on Saturday, December 3rd from 12-5 and Monday, December 5th from 10-6.

Civic Center Liaison

Scott Kinley, Liaison for the Herrin Civic Center had Richard Melvin, Director give a report. He sated that on December 17th Brewer foundation will have their annual scholarship fundraiser-blend concert at 6:00 p.m. Tickets are available. In 3 years have given over $800,000 in scholarships.

New business:

Herrinfesta Italiana 2017 agreement

Motion made by Alderman Ruppel, seconded by alderman Kinley to approve the Herrinfesta Italiana 2017 agreme,nt. Alderman York, Miller, Kinley, Sizemore, Rupperl, Ahlgren, Shoemake and McGuire voted "yea". None voted "nay".

Resolution 12-2016 Herrin-Festa Italiana Road closures

Motion made by Alderman Ruppel, seconded by Alderman Shoemake to pass resolution 12-2016 Herrinfesta Italiana road closures. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, McGuire and York voted "Yea". None voted "Nay".

Fire department Roof bid

There was a bid opening for fire department roof tdoday. There was quite a range of prices. Public works Director Tom Somers needs to check into it further. Item will be on next agenda.

Resolution 13-2016 Use of TIF Funds for fire dept. roof & mold abatement

Audit

5/1/15-4/30/16

Motion made by alderman York, seconded by alderman McGuire to approve the audit for 2015-2016 as presented. There were no findings of wrong doing or things that need to change. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, McGuire, York and Miller voted "Yea". Non voted "Nay".

Mayor

2nd annual Christmas open house is Friday, December 2, at city hall from 4-6 p.m. There will be 6 craft activity tables, Santa, bicycle raffle and cookies/ punch.

Phase one of the cat facility is complete. We are waiting on funds to move to the next phase. We have several animals that need homes.

Council

Alderman Ruppel thanked Sharon & Ed for the Christmas decorating at City Hall.

Alderman Shoemake stated he had been contacted about a street light in the 1000 block of N. 10th. There is no pole there. It has been city policy to not place one if there is not an existing pole.

Alderman Miller wants Tom to take a look at 27th & Sycamore for a street light. Not sure if there is a pole.

Alderman McGuire mentioned th lights in the post office block burning dim.

Alderman York commended the police department for their K-9 fundraising efforts.

Public

Helen Russell confirmed that it iis against the law to shoot guns in the city limits.

Sally Sanders asked about the TIF line on her taxes. If not in the TIF, this amount would be under the general Herrin line. It allows for proposed improvements on property and a portion of funds could be made available if approved.

Adjourn

Motion made by Alderman Sizemore, seconded by alderman Ahlgren to adjourn. Alderman Sizemore, Ruppel, Ahlgrem Shoemake, McGuire, York, Miller and Kinley voted "Yea". Non voted "Nay".
