Here is the minutes as provided by the Council:

MINUTES OF THE REGULAR MEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON OCTOBER 10, 2016 AT 6:00 P.M.

Mayor Steve Frattini called the meeting to order and led us in prayer. Cookie Goodwin was asked to lead us in the Pledge of Allegiance. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes SEPTEMBER 26 of the September 26, 2016 Council Meeting. Alderman Shoemake, McGuire, York, Kinley,

2016 MEETING Sizemore, Ruppel and Ahlgren voted “Yea. None voted "Nay".

TREASURERS Treasurer Carl Goodwin gave appreciation to Tom for his help during the recent MFT audit. - REPORT

BUDGET OFFICE Carrie Cravens, Budget Director stated that the MFT audit report should be here by the end of the year.

CODES Codes Administrator Robert Craig he has been busy with inspections. There is a residence on 17th St. that s had tires and building that have been cleaned up.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers. Public Works Director stated sewer repair will be performed tomorrow in the 1200 block of N. 13th St.

PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. Sharon Frattini IMPROVEMENT stated that the Farmer's Market last Saturday will be this week. It is targeted to children and will have activity tables for them.

PUBLIC SAFETY Jimmie Loyd, Deputy Police Chief commended officer Sollers for a job well done regarding the recent break in at the old Bottom Dollar Store.

Tom Hatley. Fire Department had nothing to report.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before

the Council. Alderman McGuire, York, Kinley, Sizemore, Ruppel. Ahlgren and Shoemake voted "Yea. None voted "Nay".

INSURANCE Deon McGuire, Chairman of the Insurance Committee had nothing to report.

LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report. LIAISON

CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center stated S Opry will be on 10/15, HHS Musical 10/29 & LIASON 10/30.

RETIREMENT Mayor Frattini presented former fire chief, Mike Steh with a retirement plaque and thanked him for his PLAQUE service. Mike thanked the council, past and present.

OLD BUSINESS:

ORDINANCE 32- Motion made by Alderman Shoemake, seconded by Alderman Kinley to pass Ordinance 32-2016 Amend 2016 AMEND Chapter 24, Schedule “A” of the Herrin Revised Code of Ordinances: 4 Way Stop Intersection: Carroll & CHAPTER 24 N. 14th St. Alderman York, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and McGuire voted "Yea". SCHEDULE A

NEW BUSINESS:

APPOINT CASEY Motion made by Alderman Kinley, seconded by Alderman Shoemake to appoint Casey Walker as Full-time WALKERFULL- Patrolman effective October 12, 2016. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake. McGuire TIME PATROL- and York voted “Yea. None voted "Nay". MAN

Casey Walker was sworn in by Shelly Huggins, City Clerk.

TIF FAQADE Motion made by Alderman Ruppel, seconded by Alderman Ahlgren to approve the TIF Façade Agreement

AGREEMENT with Property with TLC, 201 N. Park Avenue. The Public Improvement Committee recommends the

PROPERTY WI agreement be approved for the maximum $2,500. The business we place new awnings on the exterior of the TLC building. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, McGuire, York and Kinley voted "Yea.

None voted “Nay”.

STREET LIGHTS Motion made by Alderman Kinley, seconded by Alderman York to approve placement of Street lights on 120&212 poles already in place at 120 & 212 McVicker Drive. Alderman Ruppel. Ahlgren, Shoemake. McGuire, McVICKERDR. York, Kinley and Sizemore voted "Yea". None voted "Nay".

AUTHORIZATION FOR ELECTRIC AGGREGATION CONSULTANT

Motion made by Alderman Shoemake, seconded by Alderman Ruppel to recommend the City choose AGEAffordable Gas & Electric as our Electric Aggregation Consultant. The City has been part of an electric aggregation program since 2013 when it was voted in. Consultants secure bids and obtain the best possible rate. Citizens can choose to stay with Ameren and if not you are automatically put into the City’s group. The Public Improvement Committee has listened to two different consulting company's presentations. This Seems to be the right time to look at rates to get best price. The committee recommends we choose AGE. Alderman Ahlgren, Shoemake, McGuire, York, Kinley, Sizemore and Ruppel voted "Yea". None voted "Nay"

There will be a zoning meeting to consider request for variance for OLMC School on October 17 at 6 p.m.

Dennis Avripas from the Friends of the Cemetery Association is in attendance. The formal dedication of fountain at City Hall was held on September 30.

Alderman Ruppel asked everyone to please recycle. There are bins at the City Garage.

Alderman York stated a resident has inquired about stop signs on N. 16" at Taylor St.

Alderman Ahlgren stated that the Paws and Claws program at HJHS is a big success,

Helen Russell asked about the Depot again. It is a work in progress. She asked where the next mural will be. It will be on old Dillard building on E. Monroe. Also the Elk's wall is being planned to be repaired.

Cookie Goodwin stated that the Presbyterian Church will be making a prayer garden on their lot next to City Hall. They are accepting donations at the church.

Motion made by Alderman Kinley, seconded by Alderman Ruppel to adjourn. Alderman Shoemake, McGuire, York, Kinley, Sizemore, Ruppel and Ahlgren voted “Yea. None voted "Nay".
