City of Genoa City Council met Oct. 16.

Here are the minutes provided by the council:

Mayor Brust called the special meeting of the City Council to order at 7:30pm followed by roll call. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca were present. Alderman Pulley was absent. Quorum present.

PUBLIC COMMENT – None

OLD BUSINESS – None

CONSENT AGENDA

Alderman Braheny made a motion to approve of items 1-2 within the consent agenda, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE OCTOBER 2, 2024, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED OCTOBER 15, 2024 NEW BUSINESS:

APPROVE THE USE OF THE DOWNTOWN PARKING SPACES, THE MUNICIPAL PARKING LOT, AND THE CLOSURE OF SOUTH EMMETT STREET FROM THE ALLEY TO ROUTE 72 BY CRUISIN’ TO HAVE A CAR SHOW ON OCTOBER 20TH FROM 8AM TO 4PM

Alderman Hughes made a motion to approve the use of downtown parking spaces, the municipal parking lot, and the closure of south Emmett Street from the alley to route 72, seconded by Alderman Roca. City Administrator Seguss explained to the council that she did receive some feedback regarding this from the library as they were frustrated by the lack of notice. The council discussed this and decided there should be a time limit put in place as to when notice of a closure must be given to surrounding businesses to negate this issue in the future. No further discussion. Aldermen Wesner, Freund, Stage, Braheny, Hughes and Roca voted yes. Aldermen Winter abstained. Motion carried.

APPROVE HEALTH INSURANCE RENEWAL EFFECTIVE DECEMBER 1, 2024, THROUGH NOVEMBER 30, 2025

Alderman Braheny made a motion to approve the health insurance renewal, seconded by Alderman Wesner. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE A QUOTE FROM BELROCK FOR ASPHALT RESTORATION SERVICES TOTALING $12,500

Alderman Wesner made a motion to approve the quote from Belrock for asphalt restoration services, seconded by Alderman Stage. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE A TASK ORDER WITH ENGINEERING ENTERPRISES INC. (E.E.I.) FOR DESIGNING THE WASTEWATER TREATMENT FACILITY’S SODIUM BISULFITE FEED SYSTEM, NOT TO EXCEED $29,980

Alderman Wesner made a motion to approve the task order with E.E.I. seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE AN AGREEMENT WITH INVOICECLOUD FOR MODIFICATIONS TO THE BILLING SOFTWARE

Alderman Braheny made a motion to approve the agreement with InvoiceCloud, seconded by Alderman Roca. No further discussion. Alderman Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE AN ORDINANCE AUTHORIZING THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS TO BORROW FUNDS FROM THE PUBLIC WATER SUPPLY LOAN PROGRAM

Alderman Winter made a motion to approve an ordinance authorizing the city of Genoa to borrow funds from the public water supply loan program, seconded by Alderman Stage. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

CLOSED SESSION

Alderman Wesner made a motion to enter into closed session for the purpose of reviewing minutes of the previous closed session and for the purpose of releasing closed session minutes, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

RECONVENE REGULAR SESSION

Alderman Braheny made a motion to reconvene regular session, seconded by Alderman Freund. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

RELEASE CERTAIN CLOSED SESSION MINUTES

Alderman Roca made a motion for the minutes from the closed sessions on 7/6/2022, 2/28/2024 and 3/20/2024 to be released for public inspection in accordance with the Open Meetings Act, and the minutes from the closed sessions on 10/5/2022, 1/4/2023 and 10/4/2023 to be held. Alderman Wesner seconded. No further discussion. Aldermen Wesner, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

FUTURE ITEMS FOR DISCUSSION – Alderman Roca explained to the council that he received an email from a resident of his ward regarding By Grainger properties. By Grainger has been building six-unit homes in Sycamore and the resident wanted to know if this has been brought up to be done in Genoa as well. Mayor Brust addressed this stating that he has been contacted about this but does not know many details yet. There will most likely be some kind of proposal that comes before the council from By Grainger in the coming months.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures explained that she has been working on finishing up the monthly reporting. She announced that the financial audit will be posted to the city’s website and the treasurers report was in the newspaper as well. She also told the council that they are continually working on getting the new software up and running.

PUBLIC WORKS:

Public Works Director Smith gave an update on the downtown project.

ADMINISTRATION:

City Administrator Seguss gave an update on the implementation of Cloud Permit which is the new building permit software. She also explained to the council that By Grainger has submitted an application to amend the PUD in relation to the pickleball court around unit 6. This will be addressed at an upcoming plan commission hearing after notices are sent out.

POLICE:

Chief Hathcoat gave an update on the first month in his new position as Chief, everything has been going well. He announced that with new Officer Kristen Traversa being sworn in the department is fully staffed. He also gave an update on the upcoming events happening in Genoa and the surrounding areas that the department will be involved in.

ANNOUNCEMENTS – Mayor Brust congratulated Public Works Director Smith on completing his Class 1 Wastewater Certification.

Motion to adjourn the meeting of the City Council was made by Alderman Roca, seconded by Alderman Wesner. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 8:08pm.
