Herrin City Council met Monday, Aug. 22.

MINUTES OF THE REGULAR MEETING OF THE CITY OF HERRIN COUNCIL OF THE CITY OF HERRIN, ILLINOIS HELD IN THE COUNCIL CHAMBERS OF CITY HALL ON AUGUST 22, 2016 AT 6:00 P.M.

Mayor Steve Frattini called the meeting to order and asked Paul Mount, First Baptist Church to lead us in prayer. Gaila Ridgway led us in the Pledge of Allegiance. Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF AUGUST 8 2016 MEETING

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the August 8, 2016 Council Meeting. Alderman Shoemake. McGuire, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

TREASURERS REPORT

Treasurer Carl Goodwin had nothing to report. He did state what a good job Carrie Cravens, Budget Director is doing.

BUDGET OFFICE Carrie Cravens, Budget Director stated we are working on new paperwork with First Southern for our line of Credit.

CODES

Codes Administrator Robert Craig stated we have been dealing with a lot of weed complaints. Hopefully mowing season will be over soon. We have a couple more houses that will be demolished soon. Since January 1 there have been 16 houses tore down.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works stated that on Labor Day there will be no trash pickup. It will be picked up on Tuesday along with Tuesday's route.

Tom Somers. Public Works Director stated there was a water main break near the tank on Brewster Road. He thanked resident Tom King for his cooperation and hospitality as it was near his property. The oil and chip program continues.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. Sharon Frattini stated that there was no farmer's market last week due to rains. This Saturday is the demo on oils and soaps at 9 a.m. and 10:30 a.m. October 15 there will be a fall festival for kids at the market.

PUBLIC SAFETY

Quinn Laird, Police Chief stated within the last two weeks there have been 3 stolen vehicles. They were left unattended with the keys in them.

Tom Hatley, Senior Captain stated that the fire department is moving the siren at the Dairy Queen 45 north.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman McGuire, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea'. None voted "Nay".

INSURANCE

Deon McGuire, Chairman of the Insurance Committee had nothing to report.

LIBRARY 

Marilyn Ruppel, Liaison for the Herrin City Library stated as of July there are 5,455 registered borrowers. There have been 35% more computer users since last year. There is an increase of 33% on website users. Ventriloquist Chris McBrim closed the summer reading program.

Movie matinees and therapy dogs.

CIVIC CENTER LIAISON 

Scott Kinley, Liaison for the Herrin Civic Center thanked the director and employees. Chamber luncheon 8/23. SIH pink out 9/24 and steel guitar convention 9/1-3. Bruce Steh from Baldwin piano and his crew refurbished a piano at the center for no charge. SI Opry continues to be a success.

NEW BUSINESS:

TIF FACADE PROGRAM FUNDING

Motion made by Alderman Sizemore, seconded by Alderman Ruppel to approve $25,000 for the year for the TIF Facade Program. One change will be that it will be a maximum of $2,500 per business. This program has had great success. The TIF committee recommends as well as the public improvement committee. Alderman York, Miller. Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and McGuire voted "Yea. None Voted "Nay".

TIF FACADE AGREEMENT HARTLEY ART GALLERY

Tabled, more information needed.

ORDINANCE 252016 ORTHOTECH TIF AGREEMENT

Motion made by Alderman Shoemake, seconded by Alderman Ahlgren to pass Ordinance 25-2016 Orthotech Sports Medical Equipment Inc. for Redevelopment of Certain Property Located in the City of Herrin and Agreement. Orthotech manufactures weights/training equipment. The will be bringing the business back to the US from overseas. This move will create a few new jobs. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, McGuire and York voted "Yea. None voted "Nay".

ORDINANCE 26-2016 SOUTHSIDE LUMBER TIF AMENDMENT

Motion made by Alderman Ruppel, seconded by Alderman Kinley to pass Ordinance 26-2016 Ackteck LLC, d/b/a Southside Lumber Amend Redevelopment Agreement. The original agreement had left out some of the parcels that needed included. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, McGuire, York and Miller voted "Yea". None voted "Nay".

ORDINANCE 272016 AMEND CHAPTER 24, SCHEDULE 'B' NO PARKING E. BRYAN FROM 7th to 8th

Motion made by Adlerman York, seconded by Alderman Miller to pass Ordinance 27-2016 Amend Chapter 24, Schedule "B" for No Parking on E. Bryan Street from 7th to 8th St. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, McGuire, York, Miller and Kinley voted "Yea". None voted "Nay".

RESOLUTION 72016. HHS HOMECOMING PARADE

Motion made by Alderman Ruppel, seconded by Alderman Kinley to approve Resolution 7-2016 Herrin High School Homecoming Parade. Alderman Ruppel, Ahlgren, Shoemake, McGuire, York, Miller, Kinley and Sizemore voted "Yea". None voted "Nay". Parade will be on September 30 at 3 p.m.

RESOLUTION 82016 SUPPORT THE RESORT AT WALKER'S BLUFF

Motion made by Alderman Miller, seconded by Alderman Ahlgren to approve Resolution 8-2016 Support the Resort at Walker's Bluff. Alderman Ahlgren, Shoemake, McGuire, York, Miller, Kinley, Sizemore and Ruppel voted "Yea". None voted “Nay”.

DISCUSSION & POSSIBLE ACTION REGARDING TRANSER OF PROPERTY ON CARROLL ST.

The City owns a 20 acre tract of land on the North side of Carroll Street that was received from the park 20+ years ago. The park district would like to have the land back and the City doesn't have a use for it. The Park will be developing into a nature preserve and walking trail. The costs will be minimal since it is transferring from one public body to another. This will be a quality of life enhancement for our community. Alderman Shoemake, McGuire, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

MAYOR

Mayor stated that there have been some door to door solicitors in town recently that have caused some problems. They have left town now. They were misrepresenting Ameren. They were Realgy Energy. They did not have permits.

The Chamber mural is being done. Walnut will be downto one lane tonight after dark.

Reminder that lawn clippings shouldn't be blown into the street as well as no gumballs either. Also do not burn in the streets.

Late last week the grant process was started for a demolition grant.

We are now accepting animal control donations. Goal is $10,000.

August 28th is the Back to School Prayer Rally at 6 p.m. 

COUNCIL

Alderman Miller read a letter from a resident thanking the City for moving in the right direction. They are Upset with the looks of the property next to the water tower on McVicker Drive. It has been posted before. We will be increasing our enforcement of the weed ordinance. Alderman Miller wants to meet with Tom & Mayor regarding mud running in lift station.

Alderman Sizemore asked for the topic of supporting law enforcement flags be on the next agenda. 

PUBLIC

Beverly Griffith thanked the City for the oil and chip on N. 4th St.

Resident thanked Alderman Shoemake for getting the weeds at Carroll & 13th St. taken care of She stated that Realgy had been by her house and had not given her any trouble. Anyone from this point forward without a solicitation permit will be cited.

Helen Russell asked about camper ordinances. They can be parked anywhere on private property, they just can't be lived in.
