Procedural: 5.3 Citizens' Comments and Questions
Barry Spehn, 500 Charles Road Lot 31, noted an error in the response to his prior inquiry regarding safety
requirements for towing and expressed his displeasure regarding recent City Council actions.
Dr. Tod Policandriotes, owner of Poli-Sci Technologies, noted that his property is both residential and
light industrial, and he received a tow notice on a currently inoperable vehicle. He requested that the town
notice be removed for this vehicle.

7. General Business of the City Council
Action: 7.1 An Ordinance Establishing a Four-way Stop at the Intersection of Sunset Drive and Tower
Road
Gary Hartlieb, a resident residing on Tower Road, expressed his favor for the adoption of the Ordinance.
An unidentified attendee indicated that he did not agree with lowering the speed limit and suggested
additional enforcement. M. Stalls suggested the consideration of speed bumps.
Council inquired about patrols on the road in question, whether the speed limit can be decreased, if
enforcement can be increased, and commented on the history of incidents at the intersection,
communication errors, noted their personal experiences at this intersection, and expressed their opinions
either in favor or in opposition to the Ordinance.

There was an inquiry regarding the term "regionally produced" to which the City Manager responded.
Approval of an Ordinance amending Title 2 of the Carbondale Revised Code to create a class I2 liquor
license authorizing the retail sale of regionally produced beer, wine, and spirits at farmer's markets.

Debbie Bridges commented that she was under the impression that the City was broke and noted that she
also had property for sale. Justin Zurlinden asked if there were revenue options to pay for this property.

Action: 7.5 An Ordinance amending Titles 2 and 14 limiting the beer garden exemption to the Noise
Ordinance.
Council discussed options to address the matter of noise, whether or not to regulate noise from beer
gardens, comments about the cause of the noise issue, and shared their opinions about the issue of noise,
as well as their favor or opposition to the Ordinance.
William Lo expressed his approval of Councilman Loos comments, but noted that he had not personally
heard the music. Curran Bishop commended the City Council for this action. M. Stalls noted that his has
been a long-standing issue and that there should be a decibel limit.

Discussion: 7.6 Discussion to amend the Food & Beverage tax as it relates to the definition of prepared
food
Persons speaking in opposition to the recently approved Motor Fuel Tax, Package Liquor Tax, and Food
and Beverage Tax, and audience members who offered suggestions to the Council included Glen Cole,
Nathan Columbo, M. Stalls, R.E. Bridges, Ryan (last name not given), Marilyn Martin, Mark
Waicukauski, Dustin Throgmorton, Donna Gibson, William Lo, Curtis Conley, Sally Carter, Chandrakant
Patel, Greg Karayiannis, Trace Brown, Elius Reed, Kesha Lo, and Susan Schmitt.

Councilmembers shared with those in attendance their thought processes behind the implementation of
the taxes in June and responded to the questions and comments made by the audience. There was a
consensus to pass an amendment at the next City Council meeting and to delay the implementation date
for the Food and Beverage tax.
8. Council Comments for the City Council
Councilman Fronabarger suggested instituting a study session or work session. There followed discussion
about improving communication with the public.
Councilman Kang extended birthday wishes to the City Manager.
Councilman Loos responded to Council comments made thus far and commented about decreasing the
rate on the alternate taxes and implementing a storm sewer tax.
Councilman Kang recommended to the public signing up for the Neighborhood Notification list in order
to receive notices and information regarding City activity.
Mayor Henry commented that Staff should take a look at the sign ordinance.
