City of Herrin City Council met Oct. 13.

Here are the minutes provided by the council:

Mayor Frattini called the meeting to order at 6:00pm. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC Michale Johanson signs at intersections to warn traffic pedestrians have the right of way at cross walks. Sean Norman has almost been hit 7 times at the intersection. Lawni Smith appreciate everything Dorris and his team and Bret are working hard on the streets and cleaning up the area.

MINUTES OF SEPTEMBER 22,2025 Motion made by Alderman Shoemake, seconded by Alderman York to approved the minutes of September 22, 2025 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Crouse, Sizemore, and Shoemake voted "Yea". None voted Nay.

TREASURE'S REPORT Treasurer Carl Goodwin stated he reconciled bank statements, water/sewer adjustments, and admin tow and one was out of balance and Carrie Dorris work together to correct it.

CODES Brent Childer, Codes Administrator was absent from meeting

PUBLIC Steve Miller, Chairman of Public Works Committee stated nothing new to report

PUBLIC IMPROVMENT Tom Somers, Public Works Director grant for under 1 million for asphalt road. Ritter Road pre-construction from IDOT district is Sam Ron Construction. Electronic waste drive was well attended and went well.

PUBLIC SAFETY David Dorris, Police Chief stated - nothing new to report left on call

Shawn Priddy, Fire Chief - absent

Jason Englebright, AC 1 stated - High School has made 11 dog houses for the community.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before Council. Alderman York, Crompton, Kinley, Miller, Crouse, Sizemore, Shoemake, and Ahlgren voted "Yea". None voted “Nay”.

INSURANCE Scott Kinley, Chairman of the Insurance Committee had nothing to report. Nothing new at this time

HERRIN LIBRARY LIAISON Bret Crouse, Liaison for the Herrin Library stated - ghost of Herrin walking tour is sold out. Oct 31 2pm grave dowsing at the Herrin cemetery

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts Tuesday $5498.00 tickets are 1.00 oct 25 black cat party. Oct 31st wing it band

GRANT UPDATE Valerie Clodi stated - absent

NEW BUSINESS

ANIMAL CONTROL ORDIDANCE Motion made by Alderman Shoemake, seconded by Alderman Crompton. Animal Control Ordinance was postponed. Alderman Crompton, Kinley, Miller, Crouse, Shoemake, Ahlgren, and York Voted "Yea". None voted “Nay”.

GRANT FUNDING FOR PURCHASE OF ELECTRIC VEHICLE Motion made by Alderman Sizemore and seconded by Alderman Crouse. To allow Mayor to find and purchase used electric vehicle using Ameren grant fund. Alderman Kinley, Miller, Crouse, Sizemore, Shoemake, Ahlgren, York, and Crompton Voted "Yea" and none voted "Nay".

MAYOR None

COUNCIL Sizemore went on Herrin Road and did not school sign on the street. IDOT responsible but public works will put a new sign. Legacy street does not have a street sign. Would like a street sign

ADJOURN Motion made by Alderman Miller and seconded by Alderman Kinley. Adjourn meeting 6:16pm. Alderman Miller, Crouse, Sizemore, Shoemake, Ahlgren, York, Crompton, and Kinley Voted "Yea" and none Voted "Nay"
