Village of De Soto Board of Trustees met Oct. 6.
Here are the minutes provided by the board:
President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them. Motion carried.
Motion made by Nichole Galloway, seconded by Rachel Alstat, to approve the September expense report. Motion carried.
Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to pay the list of bills. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat - Yes. Motion carried.
Boy Scout Charles introduced himself and said he was there to earn his Citizenship in the Community Badge.
Roni Croxell of 507 E Jackson St. was present to propose an idea for updating the east hall (community room). She proposed painting the walls to make the space brighter and to modernize it and painting the bathrooms a more neutral color. Trustee Jennifer Morgan stated that the Village had previously obtained an estimate for painting both halls. Trustee Morgan explained that painting paneling requires extra work to keep it from peeling. President Schuler stated that the Village should definitely consider updating the east hall.
Mark Sutton of J. T. Blankinship Inc. was present to discuss the status of the Phase IV Watermain Replacements Project. Mr. Sutton said the Village will eventually get the funding, but they don’t know when. The interest rate changes each year as does the percentage of loan forgiveness.
Rick Weisenstein of 208 Pinewood Court stated that he had left his water hose running for 27 hours. He had asked for a sewer adjustment on his utility bill because the water had not gone through the sewer. In the past, the Board had not approved a sewer adjustment when the water hose had been left on. For various reasons discussed, the Board did not feel it would be in the best interest of the Village to change the policy.
Trustee Jennifer Morgan announced that the Park Halloween Party and Hayride will be held Saturday, November 1 starting at 6 PM. She reported that Robert Kelly had donated $100.00 and John Vallino had donated $50.00 for the park Halloween hayride.

2025-4 Amendment to Chapter 28 – Parks, Article VI – Dog Park Rules and Regulations. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat - Yes. Motion carried.
Motion made by Jennifer Morgan, seconded by Rachel Alstat, to pass Ordinance 2025-5 Amendment to Chapter 28 – Parks, Article VII – Walking Track Rules and Regulations. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat - Yes. Motion carried.
President Eric Schuler announce that there is a vacancy for a trustee position. President Schuler said that a new trustee will be appointed. Qualifications to be eligible for an elective municipal office are that the person must be a qualified voter of the Village; must have lived in the Village at least one (1) year; must not be arrears in the payment of a tax or other indebtedness due to the Village; or has been convicted in any court located in the United States of any infamous crime, bribery, perjury, or other felony until completion of his or her sentence.
The next village board meeting will be held on Monday, October 20, 2025, at 7:00 PM at the village hall.
