Village of De Soto Board of Trustees met Sept. 15.

Here are the minutes provided by the board:

President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Board Secretary Jana Fann was present to record the minutes.

Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Brian Gleason, seconded by Nichole Galloway, to approve the August revenue report. Motion carried.

Motion made by Rachel Alstat, seconded by Nichole Galloway, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Rick Weisenstein was not present to discuss his water bill.

Carol Cain of 101 West Williamsburg Drive was present to ask about the status of Phase IV water project. Tony Rushing stated that the money has been released to the state, but we have no further information.

Laura Crawford of 303 South Bridgewood Drive was present to discuss her displeasure of her high water bill. Jana Fann said that her meter read was checked for accuracy and for a spin. The read was correct. There was no spin, and water had gone through her meter.

President Eric Schuler read the resignation letter from board trustee, Tony Rushing. He left the meeting at 7:17 pm.

Sherry Edwards was not present to discuss big trucks driving down East Douglas Street.

Motion made by Nichole Galloway, seconded by Rachel Alstat, to renew the employees’ dental insurance and life insurance with Guardian Life Insurance Company. Renewal period November 1, 2025, to October 31, 2026. Upon roll call vote: Brian Gleason – Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Jennifer Morgan, seconded by Cristy Desormeaux, to increase the rental fee of the park pavilion with kitchen to one fee of $75.00 with the $50.00 deposit to remain the same. This will become effective January 1, 2026. Upon roll call vote: Brian Gleason – Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Chief Ben Doan stated that the case with Carl Burke of 115 North Cherry Street has complied with Village Ordinance, and the case has been closed.

Jennifer Morgan said that Halloween at the park will be held Saturday, November 1st beginning at 6:00 pm.

Danny Vancil has fixed the electric breaker problems in the large concession stand. He stated that there were too many items on one circuit.

Danny Vancil said that there is a water leak on Dumaroc Road, and they will be repairing the leak this week.

Danny Vancil said that he will be meeting with Frontier on the 18th to discuss the locating process of the cable company project.

He also reported that the Railroad has begun fixing the culvert across from Murry’s Daycare on US 51.

The next village board meeting will be held on Monday, October 6, 2025, at 7:00 pm at the Village Hall.

Motion made by Brian Gleason, seconded by Cristy Desormeaux, to adjourn at 7:39 pm.
