City of Genoa City Council met July 16.
Here are the minutes provided by the council:
Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca were present. Alderman Stage was absent. Quorum present.
Mayor Brust led the pledge of allegiance.

CONSENT AGENDA
Alderman Wesner made a motion to approve of items 1-3 within the consent agenda, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.
1. APPROVAL OF THE MINUTES FROM THE JULY 2, 2025, CITY COUNCIL MEETING

3. A RESOLUTION OF THE CITY OF GENOA IN SUPPORT OF THE ILLINOIS AMERICA250 COMMEMORATION
NEW BUSINESS:
APPROVE AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO PURCHASE A BOILER FROM MECHANICAL EQUIPMENT INC., NOT TO EXCEED $19,563
Alderman Wesner made a motion to approve and authorize the Public Works Director to purchase a boiler, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.
APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A LOAN AGREEMENT WITH THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY FOR LEAD SERVICE LINE REPLACEMENT, NOT TO EXCEED $2,700,000
Alderman Braheny made a motion to approve and authorize the mayor to execute a loan agreement with the Illinois Environmental Protection Agency, seconded by Alderman Roca. There was a brief discussion on the specific terms of the loan. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.
AWARD A BID TO DPI CONSTRUCTION, INC. FOR LEAD SERVICE LINE REPLACEMENT, NOT TO EXCEED $2,210,000 AND APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE A CONSTRUCTION AGREEMENT WITH DPI CONSTRUCTION FOR THE LEAD SERVICE LINE REPLACEMENT PROJECT
Alderman Braheny made a motion to award a bid to DPI Construction for lead service line replacement, seconded by Alderman Gudeman. Mayor Brust explained that the difference between this number and the 2.7 million in the previous agenda item is the engineering fees. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.

DEPARTMENT REPORTS:
PUBLIC WORKS:
Public Works Director Smith gave an update on various things that have happened so far this year. He explained to the council that they have cleaned 8 miles of the sanitary sewer year to date. He also reported that they have planted 82 trees from the grant funding they received and have trimmed 376 trees in the city’s right of ways. Finally, he told the council that they have used 99.5 tons of asphalt repairs which is 5x more than years past.
FINANCE:
Finance Director Tures announced that field work on the audit has been completed. She also announced that the final 2025 budget will be ready at the next meeting, and they will be doing an amendment. Fiscal year 2026 has already started as well.
ADMINISTRATION:
City Administrator Seguss gave an update on an upcoming Plan Commission meeting and what is being requested during it. She also announced that they will be reviewing the final draft of the Unified Development Ordinance. She also shared that a new boundary agreement is being considered at a city council meeting in August. There was also discussion about a Celebration of Life being held at the central park in Riverbend – this will be on the August 6th agenda for approval.
POLICE:
Sergeant Schuring gave an update on the status of the new squad cars. He shared that Auxiliary Officer Sunderlage has been working on ordinance citations for certain property maintenance issues such as improperly parked vehicles and tall weeds. He also gave an update on the training of newly hired officer, Officer Ordlock.
MAYOR:
Mayor Brust shared about an event the city hosted last week. He also shared information on the upcoming city picnic. Finally, Mayor Brust gave an update on next steps that will be taken in regards to the road funding discussion that was had at the last city council meeting.

CLOSED SESSION
Alderman Pulley made a motion to enter into closed session for the purpose of reviewing the minutes of the previous closed session and for the purpose of discussing pending litigation, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.
RECONVENE REGULAR SESSION
Alderman Braheny made a motion to reconvene the meeting of the city council, seconded by Alderman Wesner. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny, Gudeman and Roca voted yes. Motion carried.
Motion to adjourn the meeting of the City Council was made by Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:23pm.
