City of Genoa City Council met June 25.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Stage, Winter, Braheny and Gudeman were present. Alderman Roca was absent. Quorum present.

Mayor Brust led the pledge of allegiance.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-6 within the consent agenda, seconded by Alderman Pulley. No further discussion. Aldermen Wesner, Pulley, Stage, Winter, Braheny and Gudeman voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE JUNE 4, 2025, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED JUNE 15, 2025

3. APPOINTMENT OF JEFFREY BRUST TO THE POLICE AND FIRE COMMISSION

4. APPROVE AN ORDINANCE AMENDING TITLE 6, CHAPTER 3, BICYCLES, SCOOTERS, AND MOPEDS OF THE CITY CODE OF THE CITY OF GENOA

5. A RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE

6. APPROVE A RESOLUTION PARTIALLY RELEASING A MORTGAGE FOR LOT 77 IN THE RIVERBEND SUBDIVISION IN ACCORDANCE WITH THE RIVERBEND ADDITION TO GENOA DEVELOPMENT AGREEMENT

NEW BUSINESS:

AUTHORIZE THE PUBLIC WORKS DIRECTOR TO PURCHASE A TRAILER FROM RONDO ENTERPRISES, NOT TO EXCEED $10,008.89

Alderman Pulley made a motion to authorize the purchase, seconded by Alderman Stage. No further discussion. Aldermen Wesner, Pulley, Stage, Winter, Braheny and Gudeman voted yes. Motion carried.

REJECT ALL BIDS FROM THE 2025 MICROSURFACING PROJECT Alderman Stage made a motion to reject all bids from the 2025 microsurfacing project, seconded by Alderman Wesner. Public Works Director Smith explained that this is due to the bids significantly exceeding the Engineer’s estimate. The project will be rebid in January 2026 to pursue more competitive pricing. No further discussion. Aldermen Wesner, Pulley, Stage, Winter, Braheny and Gudeman voted yes. Motion carried.

AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH SAFE STEP, LLC FOR SIDEWALK TRIP HAZARD REMOVAL, NOT TO EXCEED $20,000 Alderman Braheny made a motion to authorize the mayor to execute an agreement with Safe Step, LLC, seconded by Alderman Gudeman. Public Works Director Smith talked to the council about the city-wide sidewalk assessment done in 2024 and how this program will aid in repairing all trip hazards found in the assessment within the next 5 years. No further discussion. Aldermen Wesner, Pulley, Stage, Winter, Braheny and Gudeman voted yes. Motion carried.

DISCUSS FUTURE STREET IMPROVEMENT FUNDING

City Administrator Seguss gave a presentation showing various aspects of future street improvement funding including how long streets last, the current condition of Genoa streets, how much funding is needed to upkeep these streets, and several different funding options. The council then had an open conversation on the different funding options and which one suited Genoa best. Ultimately, this will be an ongoing conversation that involves the entire City before any decisions are made.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures told the council that they still do not have the final numbers for the previous fiscal year, they will most likely all be finalized in July. She also told the council that the auditors will be at City Hall in early July, so they are finishing up audit work in preparation.

PUBLIC WORKS:

Public Works Director Smith gave an update on some of the new certifications and training that employees of the department have been doing. He also informed the council of an upcoming event that they will be hosting.

ADMINISTRATION:

City Administrator Seguss informed the council that the Strategic and Comprehensive Plan Committee met recently and will be giving the council an update at the next meeting. She also told the council that there is a new builder in the Oak Creek Estates subdivision, and they are very excited about starting to build on the remaining lots.

POLICE:

Chief Hathcoat announced that Officer Stevenson graduated from the 10-week School of Staff and Command and Officer Traversa completed a 40-hour SRO training. He also told the council that Officer Traversa, Officer Walsh and Admin Assistant Becca attended the 2025 Child Passenger Safety Conference to earn their remaining continuing education credits. Additionally, Chief Hathcoat announced that the department officially has their live scan fingerprinting up and running.

Motion to adjourn the meeting of the City Council was made by Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:41pm.
