Carbondale Community High School District 165 Board of Education met June 25.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Wednesday, June 18, 2025, at 6:00 p.m.

Upon roll call, the following members were present:

The following members were absent:

President VanWinkle declared a quorum present and the regular meeting of June 18, 2025, was called to order.

Approval of Minutes: Motion by Flowers, seconded by Robinson, to approve the minutes of the regular meeting and executive session of May 29, 2025. Roll call: Flowers, Pohlman, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.

FOIA Requests: The Board received a listing of the 2024-25 FOIA requests received to date.

Payment of Bills: Motion by Pohlman, seconded by Robinson, to pay the remaining bills for the month of May 2025; and, those available for payment for the month of June 2025. Roll call: Pohlman, Robinson, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

Principal’s Report: Mr. Thomas reported on the current activities occurring on campus.

Superintendent’s Report—No Report

Board Data Update Reports: The Board received the May Student Attendance Report and the May Terrier Tutoring Student Attendance Report in their Board packet.

2024-25 Annual Strategic Plan Update Report: The Board received the 2024-25 Annual Strategic Plan Update Report. Mr. Booth advised that he would review the report at the August Board meeting when all of the Board members are present.

2025-26 Wellness/Physical Fitness Program Reimbursement: Motion by Pohlman, seconded by Robinson, to approve the Wellness/ Fitness Program Reimbursement for the 2025-26 school year: District employees may receive a reimbursement of $10.00 per month or the actual cost of the wellness/physical fitness program if it is less than $10.00 per month, for participating in an approved wellness/physical fitness program. Roll call: Robinson, Swims, VanWinkle, Flowers and Pohlman voted yes. Nay, none. Motion carried.

Awarding of 2025-26 Milk and Bread Products Bids: Motion by Flowers, seconded by Swims, to acknowledge receipt of the bids received for the 2025-26 milk and bread products; and, to award the bids to the lowest responsible bidders, Prairie Farms Dairy, Inc. and Bimbo Bakeries:

Rejection of Asphalt Sealant Bids: Motion by Robinson, seconded by Swims, to acknowledge receipt of the bids received for the parking lot resurfacing project, and to reject the bids because they exceeded the budgeted amount for the project. Roll call: VanWinkle, Flowers, Pohlman, Robinson and Swims voted yes. Nay, none. Motion carried.

Resolution to Permanently Transfer FY25 Interest Earned in Working Cash Fund to Education Fund: Motion by Pohlman, seconded by Robinson, to approve the Resolution to Permanently Transfer $64,034.11 from the Working Cash Fund to the Education Fund. Roll call: Flowers, Pohlman, Robinson, Swims and VanWinkle voted yes. Nay, None. Motion carried.

2025-26 School Fees: Motion by Pohlman, seconded by Flowers, to approve the following school fees for the 2025-26 school year:

Student Registration: $50.00

Driver Education Fee: $45.00

Student Lunch, Regular: $3.20

Student Lunch, Reduced: $0.40

Student Breakfast, Regular: $2.00

Student Breakfast, Reduced: $0.30

Student/Adult Milk: $0.40

Adult Lunch: $3.70

Adult Breakfast: $2.50

IASB PRESS Issue 118 Board Policy Manual Updates—Second Reading/Adoption: Motion by Swims, seconded by Pohlman, to approve the IASB PRESS Issue 118 Board Policy Manual updates as presented. Roll call: Robinson, Swims, VanWinkle, Flowers and Pohlman voted yes. Nay, none. Motion carried.

2025-26 Consolidated District Plan: Motion by Pohlman, seconded by Swims, to approve the 2025-26 Consolidated District Plan as presented. Roll call: Swims, VanWinkle, Flowers, Pohlman and Robinson voted yes. Nay, none. Motion carried.

Resolution for the Disposal of Surplus Property: Motion by Swims, seconded by Pohlman, to retroactively approve the Resolution for the Disposal of Surplus Property, Chromebooks and computers, as presented. Roll call: VanWinkle, Flowers, Pohlman, Robinson and Swims voted yes. Nay, none. Motion carried.

Resignation: Motion by Robinson, seconded by Pohlman. to accept the resignation of Kim Wheeler, as a head softball coach as presented. Roll call: Flowers, Pohlman, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.

Employment of 2025-26 Extra-Duty/Extended-Time Personnel: Motion by Pohlman, seconded by Robinson, to employ the following 2025-26 extra-duty/extended-time personnel as presented:

Employment of Family and Consumer Science Culinary Teacher: Motion by Flowers, seconded by Pohlman, to employ Catherine Jerrells as a full-time Family and Consumer Science Culinary Teacher for the 2025-26 school year. Ms. Jerrells’ education and experience will place her at Line 24, Column BA/BS+24, on the 2025-26 Teacher Salary Schedule. Roll call: Robinson, Swims, VanWinkle, Flowers and Pohlman voted yes. Nay, none. Motion carried.

Employment of Teacher Aide/Hall Monitor: Motion by Pohlman, seconded by Robinson, to employ Jeremey Moss, pending receipt of his Illinois Paraprofessional License, as a teacher aide or hall monitor, at the rate of $16.25 per hour for the 2025-26 school year. Roll call: Swims, VanWinkle, Flowers, Pohlman and Robinson voted yes. Nay, none. Motion carried.

2025-26 Volunteers: Motion by Pohlman, seconded by Swims, to approve David Suthard, pending the completion of his fingerprint background check, as a volunteer wrestling coach for the 2025-26 school year. Roll call: VanWinkle, Flowers, Pohlman, Robinson and Swims voted yes. Nay, none. Motion carried.

Executive Session: Motion by Pohlman, seconded by Robinson, to go into executive session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, collective bargaining matters and litigation matters (5 ILCS 120/2(c)(1)(2)(11)); and, to adjourn the Board of Education meeting at the conclusion of the executive session. Roll call: Flowers, Pohlman, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.

The meeting recessed at 6:52 p.m.
