Carbondale Community High School District 165 Board of Education met May 29.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of Carbondale Community High School District 165 was held in the Cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, May 29, 2025, at 6:00 p.m.

Upon roll call, the following members were present:

Rania Dababneh (Virtual) Neophansya Robinson

Linda Flowers Christopher E. Swims

The following member was absent: Wendell Pohlman

Also present:

President VanWinkle declared a quorum present and the regular meeting of May 29, 2025, was called to order.

Secretary Pro Tem: Linda Flowers served as Secretary pro tem in Wendell Pohlman’s absence.

Public Hearing: 2024-25 Amended Budget: President VanWinkle opened the public hearing to receive public comments on the 2024-25 Amended Budget. There were no comments.

Motion by Galan, seconded by Dababneh, to close the public hearing on the 2024-25 Amended Budget. Roll call: Dababneh, Flowers, Galan, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.

Approval of Minutes: Motion by Swims, seconded by Robinson, to approve the minutes of the regular meeting and executive session of April 24, 2025. Roll call: Flowers, Galan, Robinson, Swims, VanWinkle and Dababneh voted yes. Nay, none. Motion carried.

2025 CCHSEA Teacher of the Year: The Board recognized Stacey Massie who was present at the meeting. Ms. Massie was selected as the 2025 CCHSEA Teacher of the Year. She was presented with a Board of Education recognition glass.

2024-25 Scholarship and Award Recipients List: The Board received the 2024-25 Scholarship and Award Recipients List in their Board packet.

FOIA Requests: The Board received a listing of the 2024-25 FOIA requests received to date in their Board packet.

Payment of Bills: Motion by Flowers, seconded by Robinson, to pay the remaining bills for the month of April 2025; and, those available for payment for the month of May 2025. Roll call: Galan, Robinson, Swims, VanWinkle, Dababneh and Flowers voted yes. Nay, none. Motion carried.

Principal’s Report: Mr. Thomas reported on the current activities occurring on campus.

Superintendent’s Report: Mr. Booth reviewed his Superintendent’s Report for the Board.

Construction Updates

1. The solar panels project began October 1, 2025, and the solar panels are completed. Ameren is working on connections and GRP is beginning the process of helping the district to apply for federal and inverter rebates.

2. The track work will begin on June 9, 2025.

3. A recommendation will be made later in the meeting to purchase new lights for the football field. The lights will be completed while the track work is being done. The approximate cost will be $250,000.

4. A bid meeting for the science wing addition was held on May 22, 2025. Bids are currently being accepted.

5. The tennis shade project has begun. Holes have been drilled for the foundation and the district is currently waiting on materials to complete the project.

6. Major summer projects: a. Soccer bleacher accessibility; b. Tennis court repairs; c. Gymnasium floor repaint/resurface

April Board Data Reports: The Board received the April Student Attendance Report and Terrier Tutoring Student Attendance Report in their Board packet.

2024-25 Summer Enrichment Program/Credit Recovery Program: The Board received the 2024-25 Summer Enrichment Program/Credit Recovery Program information in their Board packet.

Request to Solicit Asphalt Sealant Bids: Motion by Swims, seconded by Robinson, to solicit bids to reseal and stripe the district parking lots as presented. Roll call: Robinson, Swims, VanWinkle, Dababneh, Flowers and Galan voted yes. Nay, none. Motion carried.

Awarding of 2025-26 District Liability Insurance Bid: Motion by Swims, seconded by Flowers, to acknowledge receipt of the bid received from Assured Partners for Illinois Counties Risk Management Trust District Liability Insurance in the amount of $202,547.00 for the 2025-26 school year, as presented. No other bids were received. Roll call: Swims, VanWinkle, Dababneh, Flowers, Galan and Robinson voted yes. Nay, none. Motion carried.

2025-26 Employee Health, Dental, Vision and Life Insurance Renewal: Motion by Swims, seconded by Flowers, to approve the 2025-26 employee health insurance renewal with QHP and Aetna Network; and, the dental, vision and life insurance renewal with Blue Cross/Blue Shield as presented. Roll call: VanWinkle, Dababneh, Flowers, Galan, Robinson and Swims voted yes. Nay, none. Motion carried.

Football Stadium Lights Proposal: Motion by Flowers, seconded by Swims, to accept the proposal from Musco Sports Lighting to install LED lights at the football field, that includes the show light package, for a total of $237,000.00, pending approval from Ameren to receive rebate incentives for the LED installation. Roll call: Dababneh, Flowers, Galan, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.

2024-25 Amended Budget: Motion by Swims, seconded by Robinson, to approve the 2024-25 amended budget as presented. Roll call: Flowers, Galan, Robinson, Swims, VanWinkle and Dababneh voted yes. Nay, none. Motion carried.

Signature Designee: Due to her virtual attendance at the meeting, Rania Dababneh designated Julie VanWinkle to sign her signature on the amended budget.

IASB PRESS Issue 118 Board Policy Manual Updates—First Reading: The Board received IASB PRESS Issue 118 Board Policy Manual updates for first reading. The second reading/adoption of the IASB PRESS Issue 118 Board Policy updates will occur at the June 18, 2025, Board of Education meeting.

Boys Track and Field Team Field Trip Request: Motion by Flowers, seconded by Swims, to approve the field trip to the New Balance Boys Track and Field National Meet, June 17-21, 2025, in Philadelphia, PA, as presented. Roll call: Galan, Robinson, Swims, VanWinkle, Dababneh and Flowers voted yes. Nay, none. Motion carried.

Employee Termination: Motion by Robinson, seconded by Galan, to terminate the employment of Zipporah Gibbs, a cook, due to chronic absenteeism after exhausting her benefit time and job abandonment. Roll call: Robinson, Swims, VanWinkle, Dababneh, Flowers and Galan voted yes. Nay, none. Motion carried.

Retirements/Resignations: Motion by Galan, seconded by Robinson, to approve the following retirements resignations as presented:

a. Resignation of Jaqueline Acosta, a Cook, effective April 25, 2025.

b. Resignation of Braden Cummins, a Teacher Aide, effective at the end of the 2024-25 school year.

c. Resignation of Charmonique Rogers, Rebound Home Visitor Facilitator, effective July 30, 2025.

Roll call: Swims, VanWinkle, Dababneh, Flowers, Galan and Robinson voted yes. Nay, none. Motion carried.

Employment of 2024-25 Extra-Duty Personnel: Motion by Swims, seconded by Galan, to employ the following 2024-25 extra-duty personnel as presented: Assistant Boys Tennis Coach: Phen Grant $1,600.00 and Tom Brooke $735.00. Roll call: VanWinkle, Dababneh, Flowers, Galan, Robinson and Swims voted yes. Nay, none. Motion carried.
