3. APPROVE AN INVOICE FROM THE GENOA AREA CHAMBER OF COMMERCE FOR 2025 MEMBERSHIP FEES AND DUES, NOT TO EXCEED $10,000

6. APPROVE A MUNICIPAL PROFIT SHARING AGREEMENT WITH KANER & CO. LLC FOR THE PRINTING OF CITY SPIRITWEAR
The City of Genoa has partnered with Kaner & Co. to offer City of Genoa branded clothing. These items are now available through a link on the City’s website. Orders are processed on the Kaner & Co. website, and 10% of all profits from spiritwear sales will be returned to the City to support community events.
VII. NEW BUSINESS
A. APPROVE TASK ORDER NUMBER 6 WITH EEI ENGINEERING FOR THE DEVELOPMENT OF A WASTEWATER FACILITY MASTER PLAN, NOT TO EXCEED $129,828.00
This Plan project will assess system condition and capacity, evaluate regulatory requirements, and identify infrastructure needs. Funded through the Enterprise Fund, this plan supports compliance and positions the City to accommodate residential expansion, commercial development, and potential industrial growth within the current and future service areas.
B. DISCUSS PROPOSED AMENDMENTS TO THE MUNICIPAL CODE REGARDING THE USE OF E-BIKES This ordinance aims to enhance safety and order in the use of streets, sidewalks, and public spaces within city limits by establishing clear regulations for bicycles, electric bicycles (E-bikes), scooters, and mopeds.
Key provisions include:
Definitions : Establishes parameters for what constitutes a bicycle, E-bike (with classifications based on motor assistance and speed), scooter, and moped.
Regulations by Vehicle Type :
• Bicycles and E-bikes : Allow sidewalk use in non-business districts, require helmets for riders under 18, and mandate safety equipment.
• Scooters : Similar to bicycles but limited to a maximum speed of 28 mph.
• Mopeds : Must have a valid license, registration, and insurance, with strict rules governing where they can operate, banning them from sidewalks, parks, and bike lanes. Prohibitions : Devices over 750 watts, gas/electric pocket bikes, ATVs, and certain other vehicles are prohibited within city limits.
General Conduct : All users must operate their vehicles responsibly, avoiding use while under the influence, racing, or using handheld devices.
Penalties : A structured penalty system for violations, including fines and potential vehicle impoundment for repeat offenders.
This ordinance seeks to promote safe and responsible use of alternative transportation methods, ensuring both user safety and public order.
