City of Herrin City Council met Feb. 10.

Here is the agenda provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC None

MINUTES OF JANUARY 27, 2025 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of January 27, 2025 Council Meeting. Alderman Shoemake, Crompton, York, Miller Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin stated he audited bank statements, water/sewer adjustments and tow fees and all in balance. Spoke with S & P and our status didn't change.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated she heard back regarding ACA forms and there is still some issues but it is moving along.

CODES Bret Childers Codes Administrator stated we started a demo Friday on S. 16th and we have 6 More that by mid-summer will be down.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works stated please be patient with limb pick up.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY David Dorris, Police Chief was absent from the meeting. Deputy Chief Sal Tomas stated there are people going around trying to clean up yards and targeting the elderly, if you feel in danger, please call the PD.

Shawn Priddy, Fire Chief was absent from the meeting.

David Shoemake, Chairman of the Public Safety Committee met earlier, have item later.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library stated that February and March there is an art display of local artist. Steam Explorers for 15-4th grades meet last Thursday of the month. She read some history facts from the 2025 125th anniversary calendar.

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts is $11,816 Tuesday night. Valentine's Day Dance Friday, February 14

GRANT UPDATE Valerie Clodi stated she is currently working on 2 grants, one with PD and one with FD.

NEW BUSINESS:

STREET LIGHT 1300 BLOCK N. 4TH ST Motion made by Alderman Ahlgren, seconded by Alderman Shoemake to install street light in the 1300 block of N. 4th Street. Alderman York, Miller, Kinley, Sizemore, Ruppel, Shoemake, Ahlgren and Crompton voted "Yea". None voted "Nay".

AUTHORIZE POLICE DEPT VEHICLE PURCHASE Motion made by Alderman Shoemake, seconded by Alderman Miller to authorize purchase of police department vehicle. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay".

MAYOR We launched city's 125th anniversary celebration at the Herrin Chamber of Commerce Annual Dinner.

COUNCIL Alderman Crompton stated April 12 is the Mouse Races at the Herrin Civic Center. Tables are available. It is a fundraiser for Hometown Christmas.

Alderman Kinley stated a lot in the works for 125th celebration. April 17 birthday at City Hall and celebration on April 18 at civic center.

Alderman Miller stated they had an issue with street light in their ward. There was a light on Maple between 18th & 19th that was paid for by private owner and we will not be placing that light back.

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Ruppel, Ahlgren, Shoemake, York, Kinley and Sizemore voted "Yea". None voted "Nay".
