City of Herrin City Council met Jan. 27.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC Mary Bauman from 18th Street near Oak and asked when blue house will be torn down and Nancy Manchen harboring drug dealers in her back yard.

MINUTES OF JANUARY 13, 2025 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of January 18, 2025 Council Meeting. Alderman Shoemake, York, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin stated he checked 10 years of water bill adjustments and all well.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated she heard from Brent and got confirmation that W-2s have been filed.

CODES Bret Childers Codes Administrator stated that please remember things take time when in the court process and we have one that started last July and we now have a February court date.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works stated E. Clark Trail will be closed from 8 a.m. to 2:30 p.m. tomorrow for tree maintenance.

Tom Somers, Public Works Director stated we have begun the tree debris clean up and picked up several hundred cubic yards and will be at it for quite some time. Mayor encourages everyone to sign up for WCEMA Hyper Reach so you can be notified of our street closures, etc. as we are using this as one of our platforms for getting information out.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief stated that if you as citizens see something please let them know. It helps them. New Officer Gayer is on shift and a great asset to our team.

Shawn Priddy, Fire Chief stated contract received punch list last night and are well over half way done with it. Hopefully in a couple weeks we will be fully moved in and have started moving items to new station. Chief Priddy presented MABAS Humanitarian Awards to Roger Yates and Paul Haynes for going down to the Hurricane Milton disaster.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay". They also met earlier and have items later.

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library stated that the library has started new program for 1 through 4th graders from 4-5 on the 4th Thursday of the month. Herrin History room has reached over 8,000 people on Facebook. January through March, Janice Hill Griffith artwork will be on display. She read some of the history from the 2025 125th anniversary calendar.

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts is $10,972 Tuesday night. Annual Chamber Dinner is 2/7.

GRANT UPDATE Valerie Clodi stated that we have 35 grants available to us. There is one of PD and one for FD that are being actively pursued.

NEW BUSINESS:

ORDINANCE 2-2025 MUNICIPAL GROCERY RETAIL ERS' OCCUPATION & GROCERY SERVICE OCCUPATION TAX Motion made by Alderman York, seconded by Alderman Kinley to pass Ordinance 2-2025 Municipal Grocery Retailers' Occupation Tax & a Municipal Grocery Service Occupation Tax. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and York voted "Yea". None voted "Nay".

ORDINANCE 3-2025 ADOPTING OFFICIAL ZONING DISTRICT MAP

Motion made by Alderman Sizemore, seconded by Alderman Shoemake to pass Ordinance 3-2025 Adopting Official Zoning District Map. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, York and Kinley voted "Yea". None voted "Nay".

MAYOR We are making progress on new animal control facility. Will be ready in about 30 days.

COUNCIL Alderman Ahlgren stated she has had a request for street light in 1300 block of N. 4th St. Power is available there. We will bring back action next council meeting.

ADJOURN Motion made by Alderman Kinley, seconded by Alderman Sizemore to adjourn. Alderman Ruppel, Ahlgren, Shoemake, York, Kinley and Sizemore voted "Yea". None voted "Nay".
