4. CONSENT AGENDA

A. INVOICES

1) Discuss/Approve Governmental Consulting Solutions, Inc. Invoice 6517 for $3,000 for June 2024 Consulting Services.

2) Discuss/Approve Warning Lites of Southern Illinois invoice for Scorpion Attenuator Trailer for $35,800 to be paid by Safety, Water, Sewer, and Street Departments.

3) Discuss/Approve Questica invoice for $19,277.86 for software, support, and all product updates covering the period from August 15, 2024 to August 14, 2025.

B. EMPLOYMENT

1) HUB RECREATION CENTER

Approve the recommendation of the General Manager to hire Chloe Mesecher as part-time Lifeguard $15.50/hour, pending results of pre-employment requirements.

2) MARION ANIMAL CONTROL

Discuss/Approve the recommendation of Chief Fitts to hire Arielle Fulk as a part-time kennel attendant for Animal Control. Fulk's start date will be June 25th, 2024.

1) Discuss/Approve minutes from the June 10, 2024 special city council meeting.

2) Discuss/Approve minutes from the June 10, 2024 city council meeting.

NEW BUSINESS

5. SENIOR CITIZENS CENTER

A. Discuss/Approve replacing a failing air conditioning unit at the facility; a budgeted item.

6. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve a land lease with Third Pillar Solar to build a community solar array on the wastewater detention pond on Wildcat Road.

B. Discuss/Approve bid of $291,380 from Skuta Construction for the Boswell Lift Station & Sewer Relining Project.

C. Discuss/Approve the purchase of a half-ton crew cab pickup truck for the Water Department at a price not to exceed $45,000.

7. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3961 amending a Hub TIF Redevelopment Agreement with Seasoning, LLC.

B. Discuss/Approve Ordinance 3962 amending a Hub TIF redevelopment agreement with SS Fowler, LLC.

C. Discuss/Approve Ordinance 3963 a Residential TIF I redevelopment agreement with Eddy J. Cooper.

D. Discuss/Approve TIF Grant applications received through June 21, 2024.

E. Discuss/Approve Ordinance 3965 a Hub TIF redevelopment agreement with Aspire Estates, LLC.

8. PUBLIC AFFAIRS

A. Discuss/vote to approve opting into the Kroger Opioid Class Action Settlement.

B. Vote to determine whether the need for confidentiality still exists with respect to Closed Session Minutes of the Marion City Council per 5 ILCS 120/2.06 or whether the minutes no longer require confidential treatment.

C. Discuss/Approve Ordinance 3964 authorizing the sale of surplus real property.

D. Discuss/Approve a bid from Shawnee LED to install a digital message board at Boyton Street Community Center.
