Village of De Soto Board of Trustees met May 6.

Here are the minutes provided by the board:

President Eric Schuler called the first monthly meeting of the De Soto Village Board of Trustees to order at 7:10 P.M.  Village Clerk Paula Parks was present to record the minutes.

Absent    Tony Rushing

Motion made by Jennifer Morgan, seconded by Brian Gleason, to dispense with the reading of the minutes and to approve them.  Motion carried.

Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to approve the April expense report. Motion carried.

Motion made by Brian Gleason, seconded by Jennifer Morgan, to pay the list of bills. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Tammy Campbell of PSC Engineers in Carterville, Illinois, presented information about the opportunity for the Village Board to apply for a DCEO Housing Rehabilitation grant. The grant would provide funds for working on low-income, owner-occupied homes within the village limits. Persons whose household income falls below the following limits could possibly qualify: 1 person - $46,000.00; 2 persons - $52,600.00; 3 persons - $59,150.00; 4 persons - $65,700.00; 5 persons - $71,000.00; 6 persons - $76,250.00; 7 persons - $81,500.00; 8 persons - $86,750.00. Possible work includes but is not limited to a new roof, windows, doors, siding, electrical, heating and cooling, floors, etc. Applications would be available at the village hall.

Mrs. Campbell informed the Board that 30 applications from qualifying home owners are required in order for the Village to apply for the grant.  If the Village would be approved for the grant, she would administer the grant as far as approving or denying individuals applications for funding, hiring contractors to do the work and reporting.

Motion made by Jennifer Morgan, seconded by Rachel Alstat, to pursue the DCEO Housing Rehabilitation Grant through PSC Engineers and Surveyors. Upon roll call vote:  Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes.  Motion carried.

Trustee Jennifer Morgan reported that the Park Committee had met to review the park caretaker agreement. Park Caretaker Matthew Schuler attended the meeting as well. Trustee Morgan said they had made minor changes, and the committee and Mr. Schuler were satisfied with the agreement.

Motion made by Jennifer Morgan, seconded by Brian Gleason, to enter into an agreement with Matthew Schuler to be the park caretaker in exchange for housing at the park house, effective May 6, 2024 through May 5, 2024. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes.  Motion carried.

The next village board meeting will be held Monday, May 20, 2024, at 7:00 PM at the village hall.

Motion made by Rachel Alstat, seconded by Fern Martin, to adjourn at 8:25 PM. Motion carried.
