Village of De Soto Board of Trustees met April 15.

Here are the minutes provided by the board:

President Eric Schuler called the second monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to approve the March revenue report. Motion carried.

Motion made by Cristy Desormeaux, seconded by Brian Gleason, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

President Schuler introduced Fern Martin as the person he was appointing to fill the vacant trustee position. Mrs. Martin is a member of the De Soto Grade School Board of Education as well and is involved in other community activities. She stated that she was interested in serving on the Village of De Soto Board of Trustees several years ago but never pursued it until now. Mrs. Martin is happy to have the opportunity to join the Board of Trustees.

Motion made by Brian Gleason, seconded by Tony Rushing, to accept the appointment of Fern Martin as trustee to the Village of De Soto Board of Trustees. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Fern Martin was sworn in as village trustee and took her seat at 7:09 PM.

Motion made by Brian Gleason, seconded by Tony Rushing, to suspend the rules to go into executive session at 7:10 PM to discuss litigation, pursuant to 5 ILCS 120/2(c)(11). Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made Jennifer Morgan, seconded by Tony Rushing, to come out of executive session at 7:48 PM. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

No action was taken.

Trustee Cristy Desormeaux reported that she wanted to rent two (2) inflatables for the 62924

Event, a 45’ Ninja for $495 and a Monster Truck Bouncy House for $195. The total cost including distance charges and the Illinois Fee would be $655.00. Inflatable Fun requires a deposit of $131.00 to secure the inflatables.

Motion made by Cristy Desormeaux, seconded by Tony Rushing, to pay the $131.00 deposit on the inflatables for the 62924 Event. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Brian Gleason, seconded by Tony Rushing, to increase the pay of full-time employees and the utilities clerk by 3%, effective May 1. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Julie Moore asked permission to secure the date of Saturday, June 8 for a 5K Your Way in honor of Darren and Sheila Snyder. Proceeds of the run are distributed to local families battling cancer. The event will begin at the park at 8 AM and should be finished by 11 AM.

Motion made by Tony Rushing, seconded by Jennifer Morgan, to allow Julie Moore to hold the 5K Your Way in honor of Darren and Sheila Snyder on Saturday, June 8 to be held at the park. Motion carried.

Trustee Tony Rushing reported that the Village had received the construction permit to drill under the railroad for the Phase IV Watermain Replacement Project.

Trustee Jennifer Morgan reported that Nathaniel White is the field prep manager for the De Soto Little League. John Needham will also help prep the fields.

Trustee Cristy Desormeaux reported that the 62924 Committee had met. There will be a band from 5:00-8:00 PM, four food trucks, games such as Corn Hole, Hillbilly Golf, Horseshoes, Face Painting and craft vendors, etc. Thus far, there are two (2) sponsors for the event. She is working on getting more.

The next village board meeting will be held Monday, May 6, 2024, at 7:00 PM at the village hall.

Motion made by Tony Rushing, seconded by Jennifer Morgan, to adjourn at 8:40 PM. Motion carried.
